BACKGROUND: Lyle Hallman Pool has been in operation for 26 years. Current air handlers (2) which condition air in the main pool natatorium are in poor condition due extensive corrosion influenced by naturally occurring chloramines within the natatorium atmosphere inherent in pool operations. The condition of these units is starting to impact the air quality of the pool natatorium by extension; impacting staff work environment and patron user experience. These original units are inefficient and becoming very difficult and costly to maintain. This tender will replace the two current air handling units with a single energy efficient unit which will provide more fresh air with heat recovery, air conditioning and dehumidification. This initiative will enhance patron experience and staff workplace safety. The work will be completed during the regular two week maintenance shutdown in September 2017 to minimize patron disruption. Documents were downloaded by eighteen (18) interested parties and by the closing date of Thursday February 9, 2017, six (6) tenders had been received. The tenders were reviewed by A. Berg, MNE Engineering Incorporated, the City’s Consultant for the project, P. Christner, Building Operator and R. Scott, Buyer who concur with the above recommendation. FINANCIAL IMPLICATIONS: The net cost for this tender (A), is fair and reasonable for a project of this scope and the upset limit is within the funding available (B) for this project. Funding for this project is included within the approved capital budget. The estimated surplus (D) will remain within the account to fund other HVAC priorities at city facilities.
