COUNCIL MINUTES <br />FEBRUARY 27, 2017 CITY OF KITCHENER <br />The Council of the City of Kitchener met this date with all members. <br />1. COMMENCEMENT — <br />The meeting began with the singing of "0 Canada". <br />2. MINUTES — <br />On motion by Councillor B. loannidis, the minutes of the regular meeting held January 30, 2017 and <br />special meetings held January 23 & February 13, 2017, as mailed to the Mayor and Councillors, were <br />accepted. <br />3. DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF — <br />Councillor P. Singh declared a pecuniary interest with respect to a shared use agreement with the <br />Waterloo Region District School Board, as listed under Clause 1 of the Community and Infrastructure <br />Services Committee report, as he owns property in the vicinity of the subject lands. Accordingly, he did <br />not participate in any discussion or voting regarding this matter. <br />4. COMMUNICATIONS REFERRED TO FILE — <br />a. Flag Request under Policy 1-442: <br />• Irish Real Life Festival — March 11 — 18, 2017 <br />5. PRESENTATIONS — NIL <br />Mayor B. Vrbanovic advised the City's Economic Development Strategy `Make It Kitchener' earned <br />three provincial marketing awards, including the Lieutenant -Governors' Best of Show Award for <br />outstanding effort in economic development at the annual Economic Development Council of <br />Ontario Awards Gala. On behalf of Council, Mayor Vrbanovic recognized the efforts and dedication <br />of the staff who contributed to the award-winning Strategy. <br />6. DELEGATIONS — <br />6.a. Neighbourhood Strategy <br />Mr. Frank Prospero, Neighbourhood Strategy Project Team, addressed Council in support of the <br />Neighbourhood Strategy, listed as Clause 10 of the Community and Infrastructure Services Committee <br />report. He expressed enthusiasm for the 18 action items which will be implemented through the <br />Strategy, noting they will provide the tools to help simplify the process of undertaking projects that will <br />give residents a sense of pride in their community. <br />Councillor K. Galloway-Sealock requested that Clause 10 of the Community and Infrastructure <br />Services Committee report be considered on a recorded vote. <br />Councillor J. Gazzola requested that Paragraphs 3 to 5 of Clause 10, pertaining to the allocation of <br />funding, be voted on separately. <br />Moved by Councillor B. loannidis <br />Seconded by Councillor S. Marsh <br />"That Clause 10 of the Community and Infrastructure Services Committee report of this date <br />be adopted." <br />Paragraphs 1 & 2 of Clause 10 — Carried <br />Unanimously on a recorded vote. <br />Paragraphs 3, 4 & 5 of Clause 10 — Carried on a <br />recorded vote. <br />
