<br />REPORT TO:Planning & Strategic Initiatives Committee <br />DATEOF MEETING: May 29, 2017 <br />SUBMITTED BY: Alain Pinard, Director, Planning <br />PREPARED BY: Sarah Brown, Senior Sustainability Planner, 519-741-2200 x.7068 <br />WARD(S) INVOLVED: All <br />DATE OF REPORT: May 19, 2017 <br />REPORT NO.: CSD-17-046 <br />SUBJECT:Community Climate Action Plan Progress Report <br />_____________________________________________________________________________ <br />RECOMMENDATION: <br />THAT the report, entitled “Our Progress, Our Path: An Update on Waterloo Region’s <br />Community Carbon Footprint” be submitted to the Federation of Canadian Municipalities <br />as the City of Kitchener’s fulfillment of Community Milestone 4 and 5 of the Partners for <br />Climate Protection program, and further; <br />THAT the City of Kitchener continue to participate as a collaborative partner in the <br />upcoming engagement process to establish a community greenhouse gas reduction <br />target beyond 2020. <br />BACKGROUND: <br />In 2013, the Region of Waterloo and Cities of Cambridge, Kitchener and Waterloo endorsed in <br />principle the Community Climate Action Plan to further reduce our community greenhouse gas <br />(GHG) emissions towards a target of 6 per cent below 2010 levels by 2020 (and satisfy a <br />number of other economic, environmental, social and cultural objectives). Several next steps for <br />th <br />implementing the Plan were stipulated in a portion of the November 25, 2013 Council <br />resolution: <br />“BE IT FURTHER RESOLVED that the continuation of a ClimateActionWR collaborative <br />approach between the Cities of Cambridge, Kitchener, Waterloo and Region of Waterloo along <br />with community and business groups, utilities, schools, universities and residents be explored to <br />achieve a community-wide GHG reduction target, and at minimum should include: <br />A Terms of Reference for an Implementation Group with any such terms and associated <br />agreements being prepared to the satisfaction of Legal Services and Purchasing, and <br />any associated costs being to the approval of Council; <br />Implementation strategies for moving forward with specific actions; <br />Prioritization, cost and resource requirements for actions; <br />Monitoring and an interim reporting of results before 2020; <br />Consideration of a Greenhouse Gas reduction target beyond 2020; <br />Submission to FCM as fulfillment of Community Milestones 4 (Implementation) and 5 <br />(Monitoring and Reporting)” <br />*** This information is available in accessible formats upon request. *** <br />Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. <br />1 - 1 <br /> <br />
