Vrbanovic and Members of Council Re: Special Council Meeting Monday, April 15, 2019 Notice is hereby given that Mayor B. Vrbanovic has called a special meeting of City Council to be held in the Council Chamber on Monday, April 15, 2019 immediately following the Community and Infrastructure Services Committee meeting at approximately 12:30 p.m. 1. CSD-19-008 Administrative Monetary Penalty System (AMPS) Council is requested to consider the recommendation arising from the Community and Infrastructure Services Committee meeting held April 15, 2019 with respect to report CSD- 19-008. 2. In-camera Meeting Authorization Council is asked to enact the following resolution to authorize an in-camera meeting: "That an in-camera meeting of City Council be held immediately following this special meeting to consider Recess and Re-convene The meeting will then recess and reconvene immediately following the special Planning and Strategic Initiatives Committee (Part 1) meeting at approximately 4:30 p.m. 3. Notice of Motion Consumption and Treatment Service Councillor S. Marsh has given notice that she will introduce the following motion for consideration this date: Whereas Kitchener City Council has consistently recognized the urgent need for, and continues to strongly support the establishment of, Consumption and Treatment Services (CTS) within the City of Kitchener and across the Region of Waterloo; and, Whereas the Region of Waterloo has identified three potential locations within the City of Kitchener, namely 115 Water St N, 150 Duke St W and 105 Victoria St N, all of which the Region of Waterloo has determined are viable as potential CTS locations; and, Accessible formats and communication supports are available upon request. Box 1118 Kitchener, ON N2G 4G7 Phone: 519-741-2200 x 7809 Fax: 519-741-2705 Christine.tarling@kitchener.ca Whereas on April 9 the Region of Waterloo, by committee resolution, identified 150 Whereas the City of Kitchener has consistently expressed concerns that 150 Duke St W is poorly situated relative to the largest residential population (more than double the size of the other two locations), sensitive uses within 100 metres (i.e., two high schools, three child care facilities, one post-secondary school, etc.), and significant public gathering places; and further, within Kitchener is 105 Victoria St N for the following reasons: has the lowest impact on the surrounding residential population; impacts the fewest sensitive uses (i.e., schools, day care facilities, etc.); not within close proximity to significant public gathering places; well situated relative to other social service supports; accessible by transit services and other key routes; will allow for a purpose-built facility to deliver this service in an optimal manner; and, the vacant lands are situated in an area of demonstrated need and are under the ownership of the Region of Waterloo; Be it resolved that the City of Kitchener support the establishment of a Consumption and Treatment Services location within downtown Kitchener subject to the following: That the City of Kitchener not support an application to the provincial government for funding to operate Consumption and Treatment Services at the location of 150 Duke St W; and, That Regional Council be requested to consider 105 Victoria St N as the Service and that the Council of the City of Kitchener express its support for an application to the provincial government in this location. Be it further resolved that the City of Kitchener support the establishment of a temporary Consumption and Treatment Services site in an appropriate location within the City of Kitchener for a period of up to twenty-four months as an interim measure pending the completion of the permanent site.
