HomeMy WebLinkAboutCouncil Minutes - 2019-05-13 SSPECIAL COUNCIL MINUTES MAY 13, 2019 CITY OF KITCHENER A special meeting of City Council was held at 9:34 a.m. this date, chaired by Mayor B. Vrbanovic with all members present. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. CITIZEN SURVEY RESULTS: PROVINCIAL REVIEW OF REGIONAL GOVERNMENT Ms. Jodi Shanoff, Vice President, Consultation and Engagement, Environics Research, was in attendance to share the citizen survey results regarding the Provincial Review of Regional Government. Ms. Shanoff highlighted the following results: • Residents generally express confidence in the current state of representation in Kitchener; • Residents feel well -served by current political representation, feel their interests are well represented by the two-tier system and derive value for the taxes they pay to both theirs of municipal government; • There are small pockets of evidence of a limited appetite for some changes to the two-tier system; o Small majorities of residents express interest in one set of councilors to represent residents at both City and Regional councils, and believe that a larger government could result in improved service delivery; and, • Comfort with the current government structure translates into confidence that existing representation can best deliver important services and community character; o Amalgamation challenges the current structure when considering competing globally for business and talent. A motion by Councilor D. Chapman encouraging the province to retain the Region of Waterloo's two- tiered system of government failed to receive a seconder and was not considered. The meeting then recessed at 11:49 a.m. and reconvened at 1:54 p.m. chaired by Councillor D. Schnider with all members present, except Mayor B. Vrbanovic. CSD -19-011 — NOISE EXEMPTION — DOWNTOWN SPECIAL EVENTS Council considered the recommendation arising from the Community and Infrastructure Services Committee meeting held May 15, 2019 with respect to report CSD -19-011. Moved by Councillor K. Galloway-Sealock Seconded by Councillor B. loannidis "That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be granted for the Downtown Special Events, as outlined in 'Schedule A' of Community Services Department report CSD -19-011." Carried. FIN -19-040 — T19-076 DUNHAM AVENUE (VICTORIA STREET NORTH TO FREDERICK STREET) ROAD RECONSTRUCTION Council considered Financial Services Department report FIN -19-040 (P. Semenov), dated May 1, 2019, regarding the tender for the Dunham Avenue road reconstruction project. Moved by Councillor M. Johnston Seconded by Councillor B. loannidis "That Tender T19-076 Dunham Avenue (Victoria Street North to Frederick Street) Road Reconstruction, be awarded to J. Weber Contracting Limited, Breslau, Ontario, at their tendered price of $1,685,839.80, including provisional items and contingencies of $168,100., plus H.S.T. of $219,159.17, for a total of $1,904,998.97." Carried. SPECIAL COUNCIL MINUTES May 13, 2019 -85- CITY OF KITCHENER FIN -19-043 — T19-014 FRANKLIN STREET NORTH (WEBER STREET EAST TO TRAFALGAR AVENUE) AND FAIRMOUNT ROAD (SHELDON AVENUE TO MONTGOMERY ROAD) ROAD RECONSTRUCTION Council considered Financial Services Department report FIN -19-043 (P. Semenov), dated May 3, 2019, regarding the tender for the Franklin Street North road reconstruction project. Mr. J. Readman, General Manager, Development Services Department, was in attendance and respond to questions from the Council. Moved by Councillor B. loannidis Seconded by Councillor S. Davey "That Tender T19-014 Franklin Street North (Weber Street East to Trafalgar Avenue) and Fairmount Road (Sheldon Avenue to Montgomery Road) Road Reconstruction, be awarded to Regional Sewer and Watermain Ltd., Cambridge, Ontario, at their tendered price of $5,738,487.58, including contingencies of $565,000., plus H.S.T. of $746,003.39, for a total of $6,484,490.97." Carried. COR -19-027 — EXECUTION OF DOCUMENTATION WITH FEDERAL AND PROVINCIAL GOVERNMENT Council considered Corporate Services Department report COR -19-027 (L. MacDonald), dated May 8, 2019, regarding the delegation of authority to the CAO, Deputy CAO or Department Head be authorized to execute any documentation with a Department, Ministry, or agency of the Federal Government of Canada or the Province of Ontario to facilitate the business of the City of Kitchener. Ms. L. MacDonald, Director Legal Services/City Solicitor, was in attendance and responded to questions from Council. Moved by Councillor B. loannidis Seconded by Councillor S. Davey "That the CAO, Deputy CAO or Department Head be authorized to execute any documentation with a Department, Ministry, or agency of the Federal Government of Canada or the Province of Ontario to facilitate the business of the City of Kitchener, provided however if such documentation requires a financial commitment in excess of $50,000 or in excess of that which may have been authorized in the budget, then Council approval of such expenditure is required before said documentation is executed; said documentation to be to the satisfaction of the City Solicitor."
