TheAct does not, however,permit municipalities to prohibit or ban <br />these businessesentirely. The changes to the Actcame as a direct result of the Minister of <br />Government and Consumer Services announcingPutting Consumers First Act, 2016(Bill 59). <br />The purpose of Bill59was to strengthen consumer protectionwhen using lending <br />establishments. <br />Paydayloan establishments do not currently have a dedicated schedule within the City of <br />Kitchener’s BusinessLicensing By-law; rather, they are captured under a general business <br />licencescheduleas apermanent vendorand theironly requirement is to obtain planning <br />approval.
