Vrbanovic and Councillors J. Gazzola, C. Michaud, M. Johnston and P. Singh. Notice of this educational tour had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. 1. BUS TOUR -AGING RECREATION FACILITIES TOUR The purpose of the meeting this date was to conduct an awareness building informational tour of some of the City's aging recreational facilities, which commenced from City Hall (200 King Street West) and was led by Ms. K. Kuglar, Director Sport, Community Services Department. In addition, members received an information package, which included the timeline for the Aging Recreation Facilities Tour, including photos and approximate capital and operating costs for each facility on the tour. Ms. Kuglar advised staff are currently in the process of updating the Leisure Facility Master Plan (LFMP) and as part of that update, consideration is being given to the City's aging recreation facilities and what capital investments will be required to facilitate the next LFMP. She noted the facilities have been well taken care of, but capital investments will be required in various facilities to address new regulations, changes in programming and future recreation demands. The bus tour included a visit to the following recreational facilities: • Centreville -Chicopee Community Centre • Grand River Arena • Breithaupt Centre Centreville -Chicopee Community Centre - Ms. L. Stewart, Manager, Project and Energy Management, Department, Infrastructure Services Department, provided an overview of the facility, including what possible capital investments the facility may require in the next 10 -years, noting those upgrades have an estimated budget of over 1 M. Councillor S. Davey entered the educational tour at this time. Grand River Arena - Mr. R. Baulk, Supervisor, Community Arenas, Community Services Department, provided an overview of the facility, including the facilities current challenges related to space needs and changing programming requirements. He indicated the facility was constructed in 1972, which is beyond the average 35 -year life cycle for an arena. He stated programming assumptions made when the facility was constructed have drastically changed and staff are continually seeking ways to retrofit the space to address new requirements. Mr. J. Readman, General Manager, Development Services Department, advised the City recently approved the Corporate Climate Action Plan with a greenhouse gas reduction target of 8%. He indicated when capital investments are being proposed, consideration should also be given to sustainability investments. He indicated where retrofits are being completed it would be less disruptive to complete sustainable retrofits that improve energy consumption and decrease future operational costs. Breithaupt Centre - Mr. M. Wigzell, Supervisor, Facilities Management, Infrastructure Services Department and Ms. D. Keelan, Manager, Aquatics, Community Services Department, provided a tour of Breithaupt Centre. Mr. Wigzell advised the facility was constructed in 1964 and there are a number of infrastructure items within the facility that are original from the time of construction. He indicated a number of accessibility changes are also required for the facility, stating in many situations those retrofits would have adverse impacts on the programming. Mr. A. Qureshi, Director, Facilities Management, Infrastructure Services Department, the age of the facilities now requires capital investments to be made and due to the number of facilities the City owns, it has created a backlog in capital upgrades. Council recessed at 1:23 p.m. and reconvened at 1:44 p.m., chaired by Councillor M. Johnston with all members present; except for Mayor B. Vrbanovic. STRATEGIC SESSION a. FIN -19-048— Long -Term Financial Plan: Strategy Session #1 —Specific Issues Council considered Financial Services Department report FIN -19-048 (J. Lautenbach), dated May 8, 2019, requesting input from Council on the Long -Term Financial Plan. Mr. J. Lautenbach, Chief Financial Officer, Financial Services Department, presented the report advising that staff are looking for Council to provide feedback related to two specific issues: infrastructure funding and operating budget room to help inform the Long -Term Financial Plan. He indicated the intent of this session is to receive feedback that will also help to inform the Leisure Facilities Master Plan (LFMP) update. He indicated staff are seeking feedback specifically on the following questions: In regards to Specific Issue 001 - Infrastructure Funding: 1. Are there any options proposed that are non-starters in terms of addressing the City's facility infrastructure needs? Are there preferred options? 2. What portion of the facilities infrastructure gap would Council like to address over the next 10 years (e.g. 20%, 50%, 80%)? In regards to Specific Issue 002 - Operating Budget Room: 1. Does Council support the position that additional budget room should be used to move forward with strategic priorities and other areas needed for the City (e.g. Facilities, Economic Development)? 2. Is there one particular option that Council feels best aligns with how this additional budget room should be applied? Mr. Lautenbach provided an overview of the next steps for the Long -Term Financial Plan, advising staff will be requesting further feedback on specific issues and policies at the August 27, 2019 Strategic Session of Council, and anticipate bringing forward a draft Long -Term Financial Plan for consideration at the September 9, 2019 Finance and Corporate Services Committee meeting. Council recessed at 3:13 p.m. and reconvened at 3:19 p.m., chaired by Councillor M. Johnston with all members present; except Mayor B. Vrbanovic and Councillor P. Singh. b. DSD -19-131 - Cycling and Trails Master Plan Council considered Development Services Department report DSD -19-131 (B. Cronkite), dated May 10, 2019, requesting input from Council on the Cycling and Trails Master Plan. Mr. B. Cronkite, Director, Transportation Services, Development Services Department, and Ms. L. Christensen, Project Manager, Multi -Use Pathways & Trails, Infrastructure Services Department, were in attendance to respond to questions from Council. Mr. Cronkite provided opening remarks regarding the comprehensive review of the Cycling and Trails Master Plan. He indicated the Cycling Master Plan was developed in 2010 and the Multi -Use Pathways and Trails Master Plan was established in 2012. He stated due to the age of the documents, changing legislation, and growth and intensification, staff have begun a comprehensive review of the documents to create an integrated Master Plan that will include a system wide approach to address the future needs of active transportation and recreational trail use within the community. He stated the Plan is intended to be a catalyst for building a city that is known for its innovation and leadership in its trails and cycling infrastructure. Mr. B. Patterson, Urban Systems, provided an overview on the progress that has been made to date on the Cycling and Trails Master Plan. He indicated the Plan is intended to be a long-term vision for the City, that will include: Goals, objectives and targets; network plans, short, medium and long-term priorities; cost estimates; and, implementation and monitoring plans. He provided an overview on the SPECIAL COUNCIL MINUTES May 27, 2019 -89- CITY OF KITCHENER background of the Study, including what communication and engagement initiatives are being proposed. He unveiled the new "Kitchener Connected" branding for the Master Plan, indicating staff are in attendance this date to receive feedback on the following four questions: 1. What does Council like about the current state of cycling and trails in the City of Kitchener? 2- What does Council not like about the current state of cycling and trails in the City of Kitchener? 8_ What does a successful Master Plan look like to Council? 4. Out of the key deliverables, what are the most important? Mr. Cronkite advised the official launch event for the Cycling and Trails Master Plan refresh will be hosted at the Stanley Park Community centre on Saturday June 8, 2019 in conjunction with Neighbour's Day. He stated staff anticipate attending a number of public events throughout the summer to receive feedback from members of the public on the proposed Plan, indicating if Council had a specific event they were hoping staff would attend, to forward the information via email for consideration. 3. IN -CAMERA MEETING AUTHORIZATION Moved by Councillor S. Marsh Seconded by Councillor B. loannidis "That an in -camera meeting of City Council be held immediately following this special meeting to consider a litigation/potential litigation matter, which is also subject to solicitor -client privilege, and a personal matter."
