Balaban, Traffic Technologist, (519) 741-2200 x7302 <br />WARD (S) INVOLVED:Ward 10 <br />nd <br />DATE OF REPORT:October 2, 2019 <br />REPORT NO.: DSD-19-236 <br />SUBJECT: One-way laneconversion – Bell Lane from Water Street North to <br />Francis Street North <br />__________________________________________________________________ <br />RECOMMENDATIONS: <br />That Bell Lane be converted from two-way operation to one-way westbound operation <br />between Water Street North and a point approximately 20 metres east of FrancisStreet <br />North, and that on-street parking be permitted on the North side of the laneway. <br />That the Uniform Traffic By-Law be amended accordingly. <br />BACKGROUND: <br />Transportation Services received a request to review the existing traffic operation on Bell Lane <br />between Water Street North and Francis Street North. The request cited concerns with a lack of <br />short-term parking following the closure of parking lots in the area.It was requested that Bell <br />Lane be converted to one-way operation to facilitate parallel parking along the laneway. <br />REPORT: <br />Currently, Bell Lane between Water Street North and Francis Street Northoperatesas a two- <br />way roadway. There is an existing 8-space parking lot within 20 metres of Francis Street <br />North, and a 14-space lot approximately 50 metres east ofFrancis Street North. Both parking <br />lots are used for deliveries to adjacent businesses. <br />Through discussions with the property owner and City of Kitchener Economic Development <br />staff, it is recommended to convert Bell Lane to one-way operation westbound, excepting a <br />portion of the lane from Francis Street North to a point 20 metres east of Francis Street <br />North, to maintain two-way access to the smaller (8-space) parking lot.
