Balaban, Traffic Technologist, (519) 741-2200 x7302 WARD (S) INVOLVED:Ward 10 nd DATE OF REPORT:October 2, 2019 REPORT NO.: DSD-19-236 SUBJECT: One-way laneconversion – Bell Lane from Water Street North to Francis Street North __________________________________________________________________ RECOMMENDATIONS: That Bell Lane be converted from two-way operation to one-way westbound operation between Water Street North and a point approximately 20 metres east of FrancisStreet North, and that on-street parking be permitted on the North side of the laneway. That the Uniform Traffic By-Law be amended accordingly. BACKGROUND: Transportation Services received a request to review the existing traffic operation on Bell Lane between Water Street North and Francis Street North. The request cited concerns with a lack of short-term parking following the closure of parking lots in the area.It was requested that Bell Lane be converted to one-way operation to facilitate parallel parking along the laneway. REPORT: Currently, Bell Lane between Water Street North and Francis Street Northoperatesas a two- way roadway. There is an existing 8-space parking lot within 20 metres of Francis Street North, and a 14-space lot approximately 50 metres east ofFrancis Street North. Both parking lots are used for deliveries to adjacent businesses. Through discussions with the property owner and City of Kitchener Economic Development staff, it is recommended to convert Bell Lane to one-way operation westbound, excepting a portion of the lane from Francis Street North to a point 20 metres east of Francis Street North, to maintain two-way access to the smaller (8-space) parking lot. Parallel parking is recommended to bepermitted along the north side of the lane, from a point 12 metres west of Water Street north, to a point20 metres east of Francis Street North, withsignage and pavement markings installed. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 1 - 1 ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: The estimatedcost of implementing theone-way conversion and parallel parkingis approximately $2,000including materials and installation,and will be taken fromthe Economic Development Minor Improvements Budget.
