Saunderson, Committee Administrator Pursuant to Chapter 25 (Procedure) of the Municipal Code, a motion was brought forward by Councillor J. Gazzola to discuss Consent item 1 listed on the agenda, which was voted on and was Carried. 1.DSD-19-236-ONE-WAY LANE CONVERSION -BELL LANE FROM WATER ST NORTH TO FRANCIS ST NORTH The Committee considered DevelopmentServices Department report DSD-19-236, dated October 2, 2019recommendingapproval of a one-way lane conversion onBell Lane between Water Street North and Francis Street North, andon-street parking on the North side of the laneway.Mr. B. Cronkite was in attendance to respond to questions from the Committee. Councillor C. Michaud entered the meeting at this time. On motion by CouncillorB. Ioannidis- it was resolved: “That the Uniform Traffic By-Law be amended for the conversion of Bell Lane from two- way operation to one-way westbound operation between Water Street North and a point approximately 20 metres east of Francis Street North, and that on-street parking be permitted on the North side of the laneway, as outlined in Development Services Department report DSD-19-236.” 2.DSD-19-235-COMPLETE STREETS The Committee considered DevelopmentServices DepartmentreportDSD-19-235,dated October 10, 2019 regarding Kitchener’s Complete Streets guidelines.Mr. D. Kropf presented the Report. Councillor B. Ioannidis left the meeting at this time. Messrs. J. Fedor, Zeitspace,A. Ricci,Student Transportation Services Waterloo Region, M. Boos, TriTAG and Ms. M. Bowman addressed the Committee in support of the recommendation as outlined in Report DSD-19-235. Ms. J. Maingot, Ms. K. Quarrington Craig, Ms. T. Subendran, Ms. S. Moyer and Ms.H. Montgomery, Wilfrid Laurier University, were in attendance in support of the Complete Streets guidelines. Ms. Maingotprovidedan overview of their participation in the community engagement process, which assisted in identifyingthe key themes outlined within theguidelines. COMMUNITY & INFRASTRUCTURE SERVICES COMMITTEE MINUTES OCTOBER 21, 2019-43-CITY OF KITCHENER 2.DSD-19-235-COMPLETE STREETS (CONT’D) In response to questions, Mr. B. Cronkite advised staff will be bringing forward a reportfor considerationat a later date regarding automated street enforcement. Mayor B. Vrbanovic entered the meeting at this time. Questions were raised regarding street reconstruction projects and how staff would determine how the guidelineswould be applied if constraintswere identified. Mr. Kropf advised the use of scorecard will help to determine the complete street priorities, noting there will be some flexibility. In response to further questions, Mr. Kropf advised staff do not have a full timeline for implementation as of this date. He agreed staff would endeavour to provide Council further information on the action plan where possible. In response to further questions, Mr. Kropf advised the Complete Streetsguidelines may not necessarily be applied to new subdivisions for another year/two years,as those subdivisions have already received approvals to proceed with development. He agreed where possible,staff would encourage developers who are currentlyin the construction phase to implement the guidelineswhere possible, prior to updating the Development Manual. Councillor B. Ioannidis re-entered the meeting at this time. Councillor S. Marsh requested that staff where possible provide updates annually on implementation of the guidelines so Council isaware of any milestone achievements/challenges being experienced. The following motion was votedon and was Carried on recorded vote, with Mayor B. Vrbanovic and Councillors P. Singh, S. Davey, B. Ioannidis, M. Johnston, K. Galloway-Sealock, D. Schnider, D. Chapman, S. Marsh and C. Michaud voting favour; and, Councillor J. Gazzola voting in opposition. On motion by CouncillorS. Marsh- it was resolved: “That the City of Kitchener’s Complete Streets guidelines, attached as Appendix ‘A’ to Development Services Department report DSD-19-235, be approved and applied tothe design of future street reconstruction projects; and, That the Complete Streets scorecard, included in Appendix ‘A’, be incorporated into street reconstruction project planning and reporting; and, That staff be directed to update the city’s Development Manual to incorporate the Complete Streets vision, goals, principles and street designs into new developments; and further, That staff be directed to report back to City Council on progress in 2024.” A motion was brought forward by Mayor B.Vrbanovic to direct staff to bring forward a report to a future Community and Infrastructure Services Committee meeting for consideration, related to what would be required to develop a plan to become a Vision Zero community. On motion by Mayor B. Vrbanovic - it was resolved: “That staff be directed to bring forward a report to a future Community and Infrastructure Services Committee meeting for consideration, related to what would be required to develop a plan to become a Vision Zero community.” The Committee recessed at 1:43p.m. and reconvened at 1:50p.m., Chaired by Councillor K. Galloway- Sealockwith all members present. COMMUNITY & INFRASTRUCTURE SERVICES COMMITTEE MINUTES OCTOBER 21, 2019-44-CITY OF KITCHENER 3.CSD-19-032-WINTER MAINTENANCE BY-LAW The Committee considered CommunityServices Department report CSD-19-032,dated October 9, 2019recommendingrepealing Chapter 687 (Snow and Ice) of the City of Kitchener Municipal Code and replacing it with a new Winter Maintenance By-law.Ms. G. MacNeil, Ms. R. Lusk and Mr. N. Lobley were in attendance to respond to questionsfrom the Committee. Ms. D. Clelland, GRAAC and Ms. A. Clelland addressed the Committee in support of the staff recommendation as outlined in Report CSD-19-032.Ms. D. Clelland stated in her opinion, a bare pavement is the option to truly ensure all people have a safe way to travel on the sidewalks.Ms. A. Clelland stated if the By-law is changed from bare pavement,she is concerned about her safety and it would adversely impact her accessibility. In response to questions, Mr. M. May advised the snow clearing notice issued by By-law Enforcement has been vetted by the Legal Division and Risk Management,and needs to be defendable in court. Mayor B. Vrbanovic advised Council may want to have further discussions regarding the content of the letter at a future caucus session. Ms. G. MacNeil advised one measure that has been included within the recommendation is the ability for the Director of Operations to declare a significant weather event, which would suspend the 24-hour requirement for residents to clear their sidewalk. Mayor B. Vrbanovic brought forward a motion to approve the recommendation as outlined in Report CSD-19-032. Councillor D. Schnider brought forward an amendment to Mayor Vrbanovic’smotion to include an additional clause that fines not be imposed toresidentswho havemade a significant effort to clear their snow and ice to thebare pavement winter maintenance standard, if the sidewalks cleared by city staff do not meet the bare pavement winter maintenance standard as outlined in the By-law that residents are being requested to achieve. Councillor Schnider’s amendment was the voted on and was LOSTon recorded vote with, Councillors B. Ioannidis, C. Michaud, P. Singh, S. Davey and D. Schnider voting in favour; and, Mayor B. Vrbanovic and Councillors J. Gazzola, M. Johnston, K. Galloway-Sealock, D. Chapman and S. Marsh voting in opposition. In response to questions, Ms. MacNeil advised the report does include the recommendation to declare an extreme weather event related to sidewalk snow clearing, no amendmentswould be required to include it within the By-law. The following motion was vote on and was Carried on recorded vote, with Mayor B. Vrbanovic and Councillors P. Singh, B. Ioannidis, M. Johnston,J. Gazzola, K. Galloway-Sealock, D. Schnider, D. Chapman, S. Marsh and C. Michaud voting favour; and, Councillor S. Davey voting in opposition. On motion by Mayor B. Vrbanovic- it was resolved: “That Chapter 687 (Snow and Ice) of the City of Kitchener’s Municipal Code be repealed and replaced with a new Winter Maintenance By-law, as outlined in Community Services Department report CSD-19-032.” The Committee recessed at 3:13p.m. and reconvened at 3:17p.m., Chaired by Councillor K. Galloway- Sealockwith all members present. 4.CSD-19-031-PARKING ON BOULEVARD The Committee considered Community Services Department report CSD-19-031, dated October 9, 2019regarding parking on paved boulevards.Ms. G. MacNeil was in attendance and responded to questions from the Committee. On motion by CouncillorS. Davey- it was resolved: COMMUNITY & INFRASTRUCTURE SERVICES COMMITTEE MINUTES OCTOBER 21, 2019-45-CITY OF KITCHENER 4.CSD-19-031-PARKING ON BOULEVARD (CONT’D) “That the pilot to allow parking on paved boulevards City-wide be made permanent and be permitted annually fromDecember 1 thru March 31, and that an additional guideline be added to the program that requires any vehicle parked on a boulevard within a school zone from Monday to Friday to be removed by 8:00 a.m., as outlined in Community Services Department report CSD-19-031.” 5.DSD-19-160-CONSOLIDATION OF UNIFORM TRAFFIC BY-LAW The Committee considered DevelopmentServices Department report DSD-19-160, dated October 3, 2019regarding amendments to theUniform Traffic By-law.Ms. G. MacNeil and Messrs A. McCrimmon-Jones and B. Cronkite were in attendance to respond to questions from the Committee. In response to questions, Mr. B. Cronkite advised staff intend on bringing forward a report in spring 2020 related to automated speed enforcement measures. He indicated it is anticipated to address school and community safety zones. On motion by CouncillorJ. Gazzola- it was resolved: “That a by-law to regulate traffic and parking on highways under the jurisdiction of the Corporation of the City ofKitchener, be enacted, as outlined in Development Services Department report DSD-19-160; and further, That amendments to the Administrative Monetary Penalty System (AMPS) By-law be approved to incorporate the new Uniform Traffic By-law.” 6.ADJOURNMENT On motion, this meeting adjourned at 3:30 p.m. D.
