REPORT TO: Services <br />DATE OF MEETING:August 31,2020 <br />SUBMITTED BY:Niall Lobley,Director, Parks and Cemeteries, <br />519-741-2600 ext.4518 <br />PREPARED BY:Faranak Hosseini,Transportation Planning Project Manager, <br />519-741-2200 ext.7665 <br />WARD (S) INVOLVED:All Wards <br />DATE OF REPORT:August 20,2020 <br />REPORT NO.:INS-20-009 <br />SUBJECT:Winter Sidewalk MaintenanceReview <br />___________________________________________________________________________ <br />RECOMMENDATIONS: <br />That, based on the results of the comprehensive Winter Sidewalk Pilot program from winter <br />2019/20, staff be directed to implement option 1 of Report INS-20-009 which includes: <br />Deployingthe assisted services for sidewalk and windrow clearing program as of <br />winter 2020/21;and <br />Deployingthe proactive bylaw enforcement program as of winter 2020/21; <br />That the above recommendations be funded from <br />an annualisedcost <br />of $230,000 be referredto the 2021 operating budget. <br />EXECUTIVE SUMMARY: <br />This report presents theevaluationresults of the winter sidewalk maintenance pilots conducted <br />in winter 2019/20and provides winter sidewalk maintenance options and recommendations for <br />the winter 2020/21and beyond.The study concludes that: <br />City-led sidewalk snow clearing options do not significantly increase sidewalk passability <br />in a cost-effective way. <br />A city-led winter sidewalk maintenance would increase the municipal portion of the <br />property tax by 7.8% if implemented on a city-wide scale and by 4.6% if implemented on <br />priority routes. <br />City-led winter sidewalk maintenance options would increasecorporate-based Green <br />House Gas (GHG)emissionssignificantly.However, it is hoped that city-led programs <br />wouldreduce community-based GHGemissionsas a result of ashift from vehicle centric <br />modes to more active transportation during winter months. <br />*** This information is available in accessible formats upon request. *** <br />Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. <br />1 - 1 <br />
