The Finance and Corporate ServicesCommittee held an electronic meeting this date,commencing
electronically at 12:33p.m.

1.INS-20-009 -WINTER SIDEWALK MAINTENANCE REVIEW
The Committee considered Infrastructure Services Departmentreport INS-20-009, datedAugust
20, 2020recommendingapproval of the winter sidewalk maintenance review as outlined in
option 1 of the Report.Mr. N. Lobley was in attendance torespond to questionsfrom the
Committee.
Ms. M.Charter,Advanis,provided an overview of thepublic engagementsurvey that was
conductedon winter sidewalk maintenance, including an overview of the questions and data
receivedfrom the residentsand responded to questions from the Committee.Ms. F. Hosseini
presented the Report.
Ms. M. Bowmanaddressed the Committee in opposition to the staff recommendation. She stated
in her opinion,the City should undertake city-wide sidewalksnow clearing.
Mayor B. Vrbanovic brought forward a motion to defer the recommendation outlined in Report
INS-20-009 to the September 14, 2020Council meeting to allow staff an opportunity to propose
a second pilot project location including possible funding options to complete the project.
In response to questions, Mr. D. Chapman advised to implement city-widewinter maintenance
without a significant tax increase, staff would need to achieve a service reduction of 5% in other
services currently being provided. He stated similar cuts were achieved in 2010 and staff could
recirculate a list of those cuts that were completed at that time for Council’s review.
Councillor B. Ioannidis requested if a second pilot project was being considered that staff also
determine what the average lot widths of the subdivision are, including average assessment for
the area,in orderto sufficiently provide information to those homeowners of the actual tax
increase when assessing their satisfaction of the program.
The following motion was then voted on and Carried,on a recorded vote, with Mayor B.
Vrbanovic and Councillors S. Davey, D. Schnider, C. Michaud, K. Galloway-Sealock, P. Singh,
B. Ioannidis, M. Johnston, D. Chapman and S. March voting in favour; and, Councillor J. Gazzola
voting in opposition.
On motionby Mayor B. Vrbanovic-
it was resolved:
“That the following motion be deferred to the September 14, 2020 Council meetingto
allow staff an opportunity to propose a second pilot project location including possible
funding options to complete the project:
“That, based on the results of the comprehensive Winter Sidewalk Pilot program
from winter2019/20, staff be directed to implement option 1 of Infrastructure
Services Department report INS-20-009, which includes:

Deploying the assisted services for sidewalk and windrow clearing
program as of winter 2020/21;and,
Deploying the proactive bylaw enforcement program as of winter
2020/21;
That the above recommendations be funded from the ‘Weather Events
Stabilization Reserve’for the 2020 portion of the upcoming winter season and that
an annualised cost of $230,000 be referred to the 2021 operating budget.”
2.FIN-20-054 -DEVELOPMENT CHARGES (DC) & COMMUNITY BENEFIT CHARGE (CBC)
UPDATE
The Committee considered FinancialServicesDepartment report FIN-20-054, datedJuly 24,
2020 regarding an update to the Development Charges(DC) and Community Benefit Charge
(CBC).
On motion by CouncillorB. Ioannidis-
it was resolved:
“That financial policy FIN-PLA-XXX “Development Charge Interest” be approved, as
outlined in Financial Services Department report FIN-20-054, including an annual interest
rate of Prime + 2% for:
Development Charge Rate Freezes
Development Charge Deferrals related to institutional and rental housing
development; and,
That no interest be charged for Development Charge Deferrals related to non-profit
housing development.”
