SEPTEMBER 28, 2020CITY OF KITCHENER
The Community and InfrastructureServicesCommittee held an electronic meeting this date,
commencing electronically at 12:36p.m.

Pursuant to Chapter 25 (Procedure) of the Municipal Code, a motion was brought forward by Councillor
M. Johnston to discuss Consent items 1 to 3 listed on the agenda, which was voted on and was Carried.
1.DSD-20-149-STOP CONTROL -GAGE AVENUE & WAVERLY ROAD
The Committee considered DevelopmentServices Department report DSD-20-149,dated
September 2, 2020recommending the installation of a stop control on Gage Avenue at the
intersection of Gage Avenue and Waverly Road.The Committee was also in receipt of a written
submissiondated September 25, 2020from Student Transportation Services of Waterloo
Regionregarding the pedestrian crossing at Gage Avenue and Waverly Road.J. Readman, B.
Cronkite and A. McCrimmon-Jones were in attendance and responded to questions from the
Committee.
In response to questions, A. McCrimmon-Jones advised following the installation of thestop
control,staff will complete a review of the intersection in 2021 to assesswhether a crossing
guard was warranted at this location.
A motion was brought forward by Councillor B. Ioannidis to approve the recommendation as
outlined in Report DSD-20-149.
Councillor D. Chapman brought forward an amendment to Councillor Ioannidis’s motion to also
approve implementation of the adult crossing guard at this location, which was voted on and
was LOST.
On motion by CouncillorB. Ioannidis-
it was resolved:
“That the Uniform Traffic By-law be amended for the installation of a stop control on
Gage Avenue at the intersection of Gage Avenue and Waverly Road, as outlined in
Development ServicesDepartment report DSD-20-149.”
2.INS-20-012-BUDD PARK INDOOR SOCCER HVAC UPGRADE
The Committee considered InfrastructureServices Department report INS-20-012, dated
September 16, 2020 regarding the installation of a new mechanical ventilation unit at Budd Park
Indoor Soccer Facility.K. Kugler and A. Qureshi werein attendance andrespondedto questions
from the Committee.

2.INS-20-012-BUDD PARK INDOOR SOCCER HVAC UPGRADE(CONT’D)
The following motion was voted on and was Carriedon a recorded vote,with Mayor B.
Vrbanovic and Councillors S. Davey, D. Schnider, C. Michaud, K. Galloway-Sealock, P. Singh,
B. Ioannidis, D. Chapman and S. Marsh voting in favour; and, Councillor J. Gazzola voting in
opposition.
On motion by Councillor B. Ioannidis -
it was resolved:
“That staff be directed to proceed with installation of a new mechanical ventilation unit at
BuddPark Indoor Soccer Facility, as outlined in Infrastructure Services Department
report INS-20-012; and,
That a budget of $150,000 be established for installation of new mechanical ventilation
unit withfunding being allocated from the COVID Tracked Cost operating account.”
3.DSD-20-060-2021 SIDEWALK INFILL THROUGH ROADWAY RECONSTRUCTION
The Committee considered DevelopmentServices Department report DSD-20-060, dated
September4, 2020recommending approval for sidewalk infill for Rossford Crescent, Boehmer
Street and Thaler Avenue/Windom Road.In addition,the Committee was in receipt of a written
submission dated September 23, 2020 from B. Johns in opposition to the installation of sidewalks
on Rossford Avenue. D. Chapman, B. Cronkite and A. McCrimmon-Jones were in attendance
andrespondedto questions from the Committee.
A motion was brought forward by Councillor B. Ioannidis to approve the recommendation as
outlined in Report DSD-20-060.
In response to questions, B. Cronkite advised the Sidewalk Policy was approved in 2015, noting
it was scheduled to be reviewed again in 2021. He indicated as part of that review, staff could
review the automatic approval threshold for sidewalk infill projects.
It was requested the Rossford Crescent sidewalk infill project be voted on separately on a
recorded vote.
Rossford Crescent was then voted on and was Carried on a recorded vote,with Mayor B.
Vrbanovic and Councillors D. Schnider, C. Michaud, K. Galloway-Sealock, P. Singh, B.
Ioannidis, D. Chapman and S. Marsh voting in favour; and, Councillors J. Gazzola and S. Davey
voting in opposition.
The balance of the motion was then voted on and was Carried.
On motion by CouncillorB. Ioannidis -
it was resolved:
“That the following streets be approved for sidewalk infill in 2021/2022 as per the Sidewalk
InfillPolicy MUN-STR-2004 approved by Council June 1, 2015, as outlined in
Development ServicesDepartment report DSD-20-060:
Rossford Crescent
Boehmer Street
Thaler Avenue/Windom Road”
4.INS-20-011-CITY HALL OUTDOOR SPACES –CONSTRUCTION UPDATE
The Committee considered InfrastructureServices Department report INS-20-011, dated
September 21, 2020regarding the City Hall Outdoor Spacesconstruction update and approval
of necessary repairs, comprehensive renewal, and accelerated scheduleto beadded to the
scope of work for Heritage Restoration Inc. (T19-177). In addition,the Committee was in receipt
of a written submission dated September 28, 2020 from the Downtown Kitchener BIA in support
of Report INS-20-011. L. Stewart presented the Report and responded to questions from the
Committee.

4.INS-20-011 -CITY HALL OUTDOOR SPACES –CONSTRUCTION UPDATE (CONT’D)
DaveMoore, Chair BIA, addressed the Committee in support of the staff recommendation as
outlined in Report INS-20-011.
In response to questions, L. Stewart agreed to follow up with Council to provide a financial
summary of the project to date.
Councillor J. Gazzola declined to vote and in accordance with section 25.8.3 of Council’s
Procedural By-law his refusal to vote was notedas a vote in the negative.
On motion by CouncillorS. Marsh-
it was resolved:
“That the City Hall Outdoor Spaces scope adjustments for Necessary Repairs,
Comprehensive Renewal, and Accelerated Schedule, as identified in Infrastructure
Services Department report INS-20-11, be approved and added to the scope of work for
Heritage Restoration Inc. (T19-177);and,
That the City Hall Outdoor Spaces capital project budget be increased by the following
amounts:
$900,000 for Necessary Repairs
$1,150,000 for Comprehensive Renewal
$150,000 for Accelerated Schedule; and further,
That the funding sources for the additional budget be allocated as follows:
$815,000 Facilities Management capital project closeouts
$1,385,000 Tax Capital reserve fund.”
5.DSD-20-104-AUTOMATED SPEED ENFORCEMENT -REGIONAL AGREEMENT &
PROGRAM LAUNCH
The Committee considered DevelopmentServices Department report DSD-20-104, dated
September 17, 2020regarding the execution of automated speed enforcement.B. Cronkite
was in attendance to respond to questions from the Committee. F. Hosseini provided an
overview of the report.
A motion was brought forward by Councillor S. Davey to approve the recommendation as
outlined in Report DSD-20-104.
Councillor B. Ioannidis noted the possibility of bringing forward a further notice to lobby the
Region of Waterloo and the Provincial government to expand local municipalities’authorities
related to automated speed enforcement.
Councillor P. Singh questioned whether he could put forward an amendment that would include
a request from Council to Regional Staff to provide the City with two additional automated speed
enforcement locations to have a total of four locations within the City of Kitchener, rather than
the recommended two locations; and, to request the Region give further consideration to future
phases and how automated speed enforcement locations are determined.
The Chair suggested, and it was agreed,that therequests andlobbying to other levels of
governmentwould better beaddressed as a Notice of Motion at a future Council meeting.
Councillor Singh noted it was his intention to bring forward a Notice of Motion at a subsequent
Council meeting related to this matter.
On motion by Councillor S. Davey -
it was resolved:

5.DSD-20-104-AUTOMATED SPEED ENFORCEMENT -REGIONAL AGREEMENT &
PROGRAM LAUNCH (CONT’D)
“That the Director of Transportation Services be authorized, subject to the satisfaction of
the City Solicitor, to execute all necessary agreements, renewals, and other such
documentationwith the Region of Waterloo for the administration and operation of
Automated SpeedEnforcement on City roads, as outlined in Development Services
Department report DSD-20-104; and,
That Franklin Public School be approved as the priority location for automated speed
enforcement; and further;
That the school zones outlined in Appendix ‘A’ be approved and added to Schedule 19 of
the Uniform Traffic Control By-law.”
