COMMUNITY & INFRASTRUCTURE SERVICES COMMITTEE MINUTES <br />FEBRUARY 8, 2021-2-CITY OF KITCHENER <br />2.DSD-21-009-REMOVAL OF HOLDING PROVISION -ZBA20/014/S/JVW <br />-STRASBURG ROAD AT ROCKCLIFFE DRIVE <br />-HALLMAN CONSTRUCTION (CONT’D) <br />On motion by CouncillorS. Davey- <br />it was resolved: <br />“That Zone Change Application ZC20/014/S/JVW for Strasburg Road, (Hallman <br />Construction) for the purpose of changing the zoning by removing Holding Provision 73H <br />from the lands specified in the attached Map No.1, in the form shown in the ‘Proposed <br />By-law’ dated February 8, 2021, attached to Development Services Department report <br />DSD-21-009 as Appendix ‘A’, be approved.” <br />3.COR-21-001-HOUSEKEEPING AMENDMENTS TO PAYDAY LOAN ESTABLISHMENTS <br />SCHEDULE <br />The Committee considered Corporate Services Department report COR-21-001, dated <br />December 15, 2020 recommending approval of amendments to Payday Loan establishments as <br />attachedto Appendix ‘A’ in the Report. H.Fylactou was in attendance and responded to <br />questions from the Committee. <br />Councillor P. Singh entered the meeting at this time. <br />On motion by Councillor S. Davey - <br />it was resolved: <br />“That Schedule 17.1 of the BusinessLicensing By-law 2017-139, be amended to update <br />the list of recognized addresses within the Payday Loan Establishments Schedule <br />(Schedule 17.1), attached to Corporate Services Department report COR-21-001 as <br />Appendix ‘A’.” <br />4.DSD-21-018-ASSIGNMENT OF LEASE -200 KING STREET WEST <br />The Committee considered Development Services Department report DSD-21-018, dated <br />January 13, 2021 regarding the execution of an assignment and amending lease agreement <br />with 2609699 Ontario Inc and Feelings fromthe Heart. C. Bluhm was in attendance and <br />responded to questions from the Committee. <br />On motion by Councillor S. Davey - <br />it was resolved: <br />“That the Mayor and Clerk be authorized to execute an assignment and amending lease <br />agreement, subject to the satisfaction of the City Solicitor, with 2609699 Ontario Inc. and <br />Feelings from the Heart allowing for the assignment of the existing City Hall wedding <br />chapel lease for a five year term, with an option to renew for an additional five years and <br />other minor amendments, as outlined in Development Services Department report DSD- <br />21-018.” <br />5.DSD-21-019-ON-STREET PARKING REGULATIONS <br />The Committee considered Development Services Department report DSD-21-019, dated <br />January 14, 2021 recommending approval of various on-street parking regulations. <br />On motion by Councillor S. Davey - <br />it was resolved: <br />“That parking be prohibited on the south (odd-numbered) side of Wilson Avenue from <br />Woodhaven Road to a point 25 metres west of the intersection of Wilson Avenue and <br />Woodhaven Road, as outlined in Development Services Department report DSD-21-019; <br />and, <br />
