The Community and InfrastructureServices Committee held an electronic meeting this date,
commencing at 1:27p.m.

1.DSD-2021-93-ON-STREET PARKING REGULATIONS -PETER STREET
The Committee considered DevelopmentServices Department report DSD-2021-93, dated May
18, 2021 recommendingapproval oftheprohibition of parking at all times on the west side of
Peter Street from Martin Street to Whitney Place.B. Cronkite and A. McCrimmon-Jones were in
attendance andrespondedto questions from the Committee.
Janine Toms addressed the Committee in support of the recommendation as outlined in Report
DSD-2021-93 and responded to questions from the Committee.
On motion by CouncillorD. Chapman-
it was resolved:
“That the Uniform Traffic Bylaw be amended to prohibit parking at all times on the west
(even-numbered) side of Peter Street from Martin Street to Whitney Place, as outlined in
Development Services Department report DSD-2021-93.”
2.DSD-2021-63-IRON HORSE TRAIL CROSSINGS AND CYCLING SPOT FIXES
The Committee considered Development Services Department report DSD-2021-63, dated June
3, 2021 recommending approval ofthe installation of pedestrian crossovers (PXOs) on the Iron
Horse Trailat various municipal road crossings, and cycling spot improvements.D. Kropf
presented the Report. B. Cronkite wasin attendance to respond to questions from the
Committee.
Kevin Stewart addressed the Committee in support of the recommendation as outlined in Report
DSD-2021-63. K. Stewart addressed the Committee regardingthe City not proposing a PXO for
Glasgow Street, noting although the Region of Waterloo is not supportive of a PXO at that
location, it would provide for greater and enhanced safety. Additionally, K. Stewart noted the
location of a Grand River Transit busstopon Glasgow Street, which also impedes site lines for
the trail when buses stop for extended periods of time. K. Stewart indicated for the proposed
Gage Street PXO hazards that impeded visibility are prevalent for this location and should be
removed to ensure safety of the crossing. K. Stewart further advised Kent Avenuelikely will see
increased ridership in this location due to the proposed PXO andmay need to be reviewed
further as residential development in the area continues to increase.In response to questions,
K. Stewart noted support fortheproposedpedestriancrossing on Union Boulevard.
In response to questions, B. Cronkite advised the Vision Zero report is intended to be brought
back to Council for consideration prior to the end of 2021, noting PXOs are a matter for
consideration outlined in that report.

Questions were raised regarding theexistingbus stop locatedclose to the intersection of
Glasgow Street and Belmont Avenueidentified by the delegation.D. Kropf indicatedstaffhave
noted the comments about the bus stop and can follow upwith Grand River Transiton the
location to discuss possible options tothe concerns raised related to traffic and safety of the trail
in this location.
On motion by Councillor S. Marsh-
itwas resolved:
“That pedestrian crossovers (PXOs) be installed on the Iron Horse Trail at Union
Boulevard, Glasgow Street, Gage Avenue, West Avenue, Mill Street, Madison Avenue,
and Kent Ave, as outlined in Development Services Department report DSD-2021-63;
and,
That stopping be prohibited at any time 15 metres from the crossing at each approach,
and ten (10) metres immediately following each crossing; and,
That raised crossings be constructed at the Iron Horse Trail at Glasgow Street, Mill Street,
and Madison Avenue; and,
That a project budget of $250,000 be allocated from the remaining Ontario Municipal
Commuter Cycling grant and the Iron Horse Trail improvements account for installation
of PXOs and raised crossings on the Iron Horse Trail; and,
That the existing stop controls at Young Street/Ahrens Avenue be reversed to require
eastbound and westbound traffic on Ahrens Avenue to stop at Young Street while
permitting traffic on Young Street to travel through Ahrens Avenue without stopping; and,
That the existing stop controls at Chapel Street and Merner Avenue be reversed to require
northbound and southbound traffic on Merner Avenue to stop at Chapel Street while
permitting traffic on Chapel Street to travel through Merner Avenue without stopping; and,
That the existing stop controls at Church Street and Cedar Street be reversed to require
northbound and southbound traffic on Cedar Street to stop at Church Street while
permitting traffic on Church Street to travel through Cedar Street without stopping; and,
That four parking spaces on Francis Street (between Charles Street West and Hall’s Lane
West) be restricted between 6:30 to 9:30 a.m., 2:30 to 6:00 p.m. and 10:30 to 11:30 p.m.
to permit bus lay-by areas until the Regional Transit Hubis operational; and further,
That the Uniform Traffic Bylaw be amended accordingly.”
3.CSD-2021-6-MAIN FLOOR SERVICE CENTRE AT CITY HALL
The Committee considered CommunityServices Department report CSD-2021-6, dated June 2,
2021 regarding the endorsement of a consolidated service centre on the main floor of City Hall,
andthe referral of the service counter to the2022 budget process.J. Miller presented the Report.
C. Baker was also in attendance to respond to questions from the Committee.
It was suggested consideration be given to role out this initiative and whether it shouldbe
implemented in pilot stages that would allow forpublic engagement throughout the
implementationto ensure the approach isresponsive to customer needs;and, that the project
has a long-term vision that also includes opportunities forimprovingonline services.
On motion by Councillor P. Singh -
it was resolved:
“That the vision for a consolidated service centre on the main floor of City Hall be
endorsed as outlined in Community Services Department reportCSD-2021-6, and staff
be directed to prepare a detailed costing for the new centre to be considered as part of
the 2022 budget process.”
