Due to COVID-19 and recommendations by Waterloo Region Public Health to exercise physical
distancing, City Hall is closed to the public. Members of public are invited to view this meeting
electronically by contacting the Committee Administrator. While in-person delegation requests
are not feasible at this time, written comments may be submitted, and electronic participation can be
facilitated by contacting Darren Kropf at Darren.kropf@kitchener.ca. Delegates must register by 4:00

1. Introducing Ivan Balaban
Overview
A second project manager in active transportation has been hired. Ivan Balaban will join
the committee as a staff resource and will lead various active transportation projects for
the city.
Expectations of Committee
As an icebreaker, committee members are asked to share their most enjoyable
hike/bike this past summer.
2. Red Raccoon
From: Gwyneth Mitchell, Zachary Fowler, Red Raccoon Bike Rescue
Overview
Red Raccoon Bike Rescue is a non-hierarchical, volunteer-run nonprofit that aims to
assist in restoring mental health, physical health and access to mobility through offering
free bike repair, parts, and education. Our goal is to be active participants in healing
our climate, our communities and ourselves. Every individual deserves access to the
necessities of life and to the joys that make it worth living. Currently, intersecting factors
such as income, mental health status, legal status, race and gender can be barriers to
such access. Our hope is to help reduce some of these barriers by building community
power, individual autonomy and ensuring folks have access to informed choice and
safety in regards to active transportation.
We are currently working on securing the use of a city owned space at the intersection
of the Iron Horse Trail and Henry Sturm Trail. This space will allow us to have greater
capacity in the work we do, greater stability in knowing we have a physical space, and
wider visibility to benefit as many folks in our communities as is possible.
Expectations of Committee
We are primarily looking for a motion of support. We continue to take small steps
towards getting this space and are gathering many nodes of support to show the want
from the community and the benefit to the community.
3. Grand Valley Trails Association

Overview
The Grand Valley Trails Association (GVTA) is a non-profit organization run by
volunteers, with the mandate of maintaining hiking trails along the Grand River Valley.

GVTA is celebrating its 50 anniversary with events throughout the coming year. More

4. Automated Speed Enforcement
From: Aaron McCrimmon-Jones, Manager, Transportation Planning, City of Kitchener
Overview
The Region and area municipalities worked together over the last two years to find a
solution to reduce traffic speeds and increase safety in eight selected school zones
within the Region of Waterloo. The installation of Automated Speed Enforcement (ASE)
started early in 2021 and after rigorous testing is now set to activate. The program will
be phased-in and ASE units will be installed in eight school zones (one school zone per
municipality both Regional and area municipality roadways). More information is found

5. Sidewalk Infill 2022
From: Darren Kropf, Active Transportation Planning Project Manager, City of Kitchener
Overview
Each year, there are projects identified for sidewalk infill, primarily through street
reconstructions. In 2022, Southdale Avenue is being reconstructed, which does not
have sidewalks for a short section. Currently, staff are surveying local residents on their
level of support for adding a sidewalk and boulevard multi-use trail (in lieu of sidewalk)
on Southdale Avenue.
Expectations of Committee
For discussion. The committee may choose to make a motion in support of sidewalk
infill on Southdale Avenue.
6. Curb cut needed report

Overview
A list of missing curb cuts at trail and street junctions was developed by the Trail
Standards Subcommittee. Please see the attached list with the agenda.

these improvements. A motion in support of submitting the finalized list to staff may be
moved.
