1. Commencement
The Planning and Strategic Initiatives Committee held an electronic meeting this
date, commencing at 7:20 p.m.
2. Consent Items
2.a DSD-2021-163 - Demolition Control Application DC21/028/T/ES - 60 Trussler
Road - Elev8 Properties Inc.
The Committee considered Development Services Department report DSD-2021-
163, dated September 8, 2021, recommending approval of Demolition Control
Application DC21/028/T/ES for 60 Trussler Road.
On motion by Councillor S. Davey
It was resolved:
"That Demolition Control Application DC21/028/T/ES requesting
permission to demolish a single detached dwelling located at 60 Trussler
Road be approved."

3. Public Hearing Matters under the Planning Act
Councillor P. Singh advised this is a formal public meeting to consider
applications under the Planning Act. If a person or public body that would
otherwise have an ability to appeal a decision of the City of Kitchener to the
Ontario Land Tribunal, but if the person or public body does not make oral
submissions at the public meeting or make written submissions to the City of
Kitchener before the By-law is passed, the person or public body is not entitled to
appeal the decision.
3.a DSD-2021-165 - Official Plan Amendment OPA21/006/R/TS - Zoning By-law
Amendment ZBA21/009/R/TS - 61 & 65 Roy Street - The Windermere
Apartments Inc. & Roy Street Investments Inc.
The Committee considered Development Services Department report DSD-2021-
165, dated September 8, 2021, recommending approval of Official Plan
Amendment Application OPA21/006/R/TS; and Zoning By-law Amendment
Application ZBA21/009/R/TS for the Windermere Apartments Inc. and Roy Street
Investments Inc.
T. Seyler presented to the Committee regarding the site context and background
for the proposed development and reviewed the application to convert the

existing vacant office units into residential units while maintaining the current
build form of the building. T. Seyler spoke to the concept site plans and the site
plan process.
On behalf of the applicant, N. van Oyen of MHBC Planning addressed the
Committee in support of the staff report and recommendation. In response to the
Committee's questions, N. van Oyen confirmed the applicant would address the
rear yard separation, garbage amenities, drainage, and parking through the site
process. N. van Oyen further spoke to accessible parking and bike storage to be
located on the property.
In response to the Committee's questions, T. Seyler confirmed no changes would
be made to the existing residential units and that comments from the
neighbouring property owner would be addressed during the site plan process.
On motion by Councillor S. Marsh
It was resolved:
"That Official Plan Amendment Application OPA21/006/R/TS for The
Windermere Apartments Inc. & Roy Street Investments Inc. requesting
the addition of Special Policy Area 10 for the lands specified and
the form shown in the Official Plan Amendment attached to Development
Services Department report DSD-2021-
accordingly forwarded to the Region of Waterloo for approval; and
further,
That Zoning By-law Amendment Application ZBA21/009/R/TS for The
Windermere Apartments Inc. & Roy Street Investments Inc., -requesting a
change from Residential Five Zone (R-5) with Special Use Provision
164U to Residential Five Zone (R-5) with Special Use Provision 164U
and Special Regulation Provision 773R, be approved in the form shown

4.a DSD-2021-164 - Kitchener Growth Management Strategy 2021 Annual
Monitoring Report
The Committee considered Development Services Department report DSD-2021-
164, dated September 23, 2021, recommending submission of the Kitchener
Growth Management Strategy 2021 Annual Monitoring Report, to the Regional
Municipality of Waterloo, in fulfillment of the Administrative Agreement between
the City of Kitchener and the Region of Waterloo, regarding delegated approval
authority. The Committee was also in receipt of a written submission on this
matter from Hal Jaeger.
T. Donegani and T. Seyler presented the Kitchener Growth Management
Strategy 2021 Annual Monitoring Report to the Committee. They reported on the
rate of development, intensification levels and areas, density targets, and
housing supply.
S. Burrows appeared before the Committee to share questions regarding the
estimated development of the available capacity of the Urban Growth Centre
(UGC); the estimated number of residents in the UGC; the estimated parkland for
the UGC; how Victoria Park is considered in the UGC; averages for density in
urban versus greenfield areas; trends for housing in the different areas; and, the
implications of the listed planning principles. The Committee referred the
questions to staff.
In response to the Committee's questions, staff discussed intensification rates
and targets, housing supply deficits and the capacity for growth, and Urban
Growth Centre (UGC) targets. Staff further discussed parkland and downtown
planning, development rates of housing stock types, and affordability reporting.
On motion by Councillor D. Chapman
It was resolved:
"That Development Services Department report DSD-2021-164 Kitchener
Growth Management Strategy 2021 Annual Monitoring Report be
submitted to the Regional Municipality of Waterloo in fulfillment of Clause
22.1 of the Administrative Agreement between the City of Kitchener and
the Region regarding delegated approval authority."
