Date:November 23, 2021 <br />To:Members of Heritage Kitchener <br />From:Victoria Grohn, Senior Planner (Heritage) <br />cc: <br />Subject:47-75 Charles Street East and 40-50 Eby Street South <br />Site Plan and Consent <br />Draft Heritage Impact Assessment <br />The Planning Division is in receipt of a draft Heritage Impact Assessment (HIA) dated November <br />22, 2021prepared by mcCallumSather regarding a proposal toredevelop the properties municipally <br />addressed as 47-75Charles Street Eastand 40-50 Eby Street South. These properties are not <br />designated or listed under the Ontario Heritage Act, but are located adjacent to a Part IV designated <br />property (90 Church Street) whichtriggered the requirement ofthe submission ofa HIA as part of <br />a complete planning application. In addition, a portion of 75 Charles Street East and all of 40, 42, <br />and 50 Eby Street are located within the Cedar Hill Neighbourhood Cultural Heritage Landscape <br />(CHL). These properties form part of the subject lands. <br />The proposal contemplates the demolition of 47-63 Charles Street East to facilitate the construction <br />of a 9-storey mixed use building consisting of office space and recreational facilities on the lower <br />levels and 72 affordable residential units in the upper levels.The existing building at 40-42 Eby <br />Street South is proposed to be demolished to accommodate vehicular access to the site.The <br />existing building at 75 Charles Street East will be retained. <br />As of the writing of this memorandum, Heritage Planning staff have not completed a fulsome review <br />of the draft HIA.Additional comments from heritage Planning staff will be provided verbally at the <br />meeting. <br />th <br />The applicant and their consultants will be in attendance at the December 7, 2021 meetingof <br />Heritage Kitchener to present the draft HIA and answer questions. Heritage Planning staff will be <br />review of the HIA and the processing of associated planning applications. A motion or <br />recommendation to Council is not required. <br />Excerpts ofthe draft HIA are attached to this memo.
