<br /> <br />REPORT TO: Committee of the Whole <br /> <br />DATE OF MEETING: 2021-12-13 <br /> <br />SUBMITTED BY: Ryan Scott, Manager, Procurement 519-741-2200 ext. 7214 <br /> <br />PREPARED BY: Steve Rudak, Procurement Specialist, 519-741-2200 ext. 7213 <br /> <br />WARD(S) INVOLVED: N/A <br /> <br />DATE OF REPORT: 2021-11-30 <br /> <br />REPORT NO.: FIN-2021-67 <br /> <br />SUBJECT: Q21-126 Excess Soils Management Services Co-operative <br /> <br /> <br />RECOMMENDATION: <br /> <br />That Quotation Q21-126 Excess Soils Management Services Co-operative, be <br />awarded to Kieswetter Excavating Inc., St. Clements, Ontario, at their quoted price <br />of $605,076.00, plus H.S.T. of $78,659.88, for a total of $683,735.88, for a one (1) year <br />term, with an option to renew for two (2) additional twelve (12) month terms. <br /> <br />REPORT HIGHLIGHTS: <br /> <br /> The purpose of this report is to obtain approval to proceed with an award as per <br />Purchasing By-law 2017-106; <br /> There were five (5) quotations received for this procurement; and <br /> This report supports the delivery of core services. <br /> <br />BACKGROUND: <br /> <br />The City generates excess materials as a result of infrastructure digs within the right of way <br />and includes aggregate accumulated from catch-basin and sanitary works and street <br />sweepings and cemetery works. The materials collected are trucked and sorted at the <br />Kitchener Operations Facility for future processing. <br /> <br />In 2020 the Ministry of Environment introduced new legislation that requires the generator <br />of excess soils to minimize impact from materials accepted as waste at the landfill. This <br />legislation ensures all excess materials are appropriately measured, tested, reused, and/or <br />transferred to approved receiving facilities based on test result classification. <br /> <br />This quotation is based on fixed unit prices on an estimated representative sampling of <br />services required under this contract and includes the associated pricing and quantities <br />required to meet new legislation. <br />*** This information is available in accessible formats upon request. *** <br />Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. <br />
