1.DRAFT HERITAGE IMPACT ASSESSMENT (HIA)
-10 DUKE STREET WEST
-PROPOSED 40-STOREY MIXED-USE BUILDING
The Committee considered a memorandum dated November 23, 2021, regarding a Heritage
Impact Assessment (HIA) for the property municipally addressed as 10 Duke Street West. V.
Grohn noted that the property is listed on the City’s Municipal Heritage Register as a non-
designated property of cultural heritage value or interest and the proposed re-development as a
40-storey mixed-use building.
Kanika Kaushal, mcCallumSather Architects, introduced the subject property and spoke to the
building’s history, interior and exterior heritage attributes, existing condition and heritage value,
policy framework considered. K. Kaushal explained as part of the proposed development, the
property owner is proposing to retain the entire front portion of thefaçade and the portion facing
Queen and Duke. K. Kaushal further reviewed the conservation and mitigation strategies
proposed to document heritage features, salvage and store heritage attributes, and preserve or
repair certain heritage elements.
In response to questions from the Committee, V. Grohn reported that she had not been aware
of a previous HIA for the subject property but would review and circulate further context for this
matter. Further, V. Grohn explained that heritage designation could be a condition of approval
for future development processes and spoke to the timeline as part of the site plan process. V.
Grohn confirmed that staff would be reviewing the subject property for heritage designation.
K. Kaushal respondedto the feedback from the Committee regarding the greater conversation
of the existing structure and describedthe proposed development’s considerations in balancing
design with the heritage elements. K. Kaushal further notedthe challenges of preserving the
terrazzo floors, noted the incorporation of the building’s brass elements in the proposed
development, and spoke in support of heritage designation.
The Committee heard feedback from its members in support of the proposed development’s
incorporation ofthe brass elements further noted interest in seeing the terrazzo floorsand tin
ceilings preserved.

I.Bodendorferdeclared a pecuniary interest with this application due to theirson’sinvolvement
with the organization. As such, they did not participate in any discussion or voting with respect
to this application and left the meeting for the remainder of this item.
The Committee considered a memorandum datedNovember 23, 2021, regarding a Heritage
Impact Assessment (HIA) for the property municipally addressed as 47-75 Charles Street East
and 40-50 Eby Street South.V. Grohn noted these properties are notdesignated or listed under
the Ontario Heritage Actbut are located adjacent to a Part IV designatedproperty (90 Church
Street)and the Cedar Hill Neighbourhood Cultural Heritage Landscape (CHNCHL).V. Grohn
highlighted that additional information had been received regarding 40-42 Eby Street South due
to its location within the CHNCHL.

development to retain 50 Eby Street South and reviewed the site description and context, policy
framework considerations, research and evaluation of Cultural Heritage Resources. The agents
further spoke to the proposed development of a 9-storey affordable housing facility and
recommended mitigation strategies. In response to questions from the Committee, the applicant
and their agents discussed desirefor preserving the existing structures in the proposed
developmentin balance withconsiderations for creating outdoor greenspace and the condition
of the existing structures.
The Committee heard feedback from its members in support of increasing affordable housing,
greenspace downtown, as well as the alternative ways that heritage is expressed through the
proposed development and partnerships with local Indigenous communities.

-178 QUEEN STREET SOUTH
-PROPOSED DEMOLITION OF EXISTING BUILDING
The Committee considered a memorandum dated November 23, 2021, regarding a Heritage
Impact Assessment (HIA) for the property municipally addressed as 178 Queen Street South.
V. Grohn confirmed the subject property is designated under Part V of the Ontario Heritage Act
and located within the Victoria Park Area Heritage Conservation District (VPAHCD).
V. Hicks, MHBC Planning, and Z. Zehr, Zehr Group, were in attendance to respond to the
Committee’s questions regarding the HIA. V. Hicks presented to the Committee regarding the
proposed demolition, the site’s context, the building’s compromised heritage integrity, challenges
for salvage or long-term conservation, and the policy framework being considered regarding
demolition. In response to the Committee’s questions, the agents spoke to the Property
Standards Order issued against the property, overdue back taxes, efforts to ensure that the
building is secured for public safety, the building’s modest heritage integrity and condition, and
the handling of demolition material.
The Committee heard feedback from its members with concern for increasing the demand for
parking in this area of the City.
4.SUB-COMMITTEE UPDATES
The Chair invited the Heritage Kitchener Sub-Committees to provide updates on their recent
meetings and efforts.
Decolonizing the Heritage Process
Members: R. Schwarz, V. Mance, J. Baker, M. Asling
The Committee next heard an update from the Decolonizing the Heritage Process Sub-
committee, noting collection of resources regarding best practices for the Sub-Committee’s
review, to be reviewed and discussed at a future meeting.
Designation and the Municipal Heritage Register
Members: P. Ciuciura, D. Vongphakdy, M. Asling, S. Hossack, Councillor Chapman
The Committee next heard an update from the Designation and the Municipal Heritage Register
Sub-committee, noting a meeting with V. Grohn to better understand the process of designation,
the barriers to designating buildings or districts, and the role of designation in the development
process, and the status of the Heritage Registry.
The Effects of Designation on Affordability
Members: M. Asling, J. Baker
The Committee next heard an update from the Effects of Heritage Designation on Affordability
Sub-committee, noting the review of research regarding best practices and potential
collaboration with the University of Waterloo and Laurier.

Promoting Cultural Heritage

The Committee next heard an update from the Promoting Cultural Heritage Sub-committee,
noting their review of walking tours produced for the Cities of Kitchener and Waterloo, potential
promotion during February’s Heritage Month, and research for the signage promoting the
heritage significance of Willow Lake Park.
