Staffeeport <br />Development Services Department www.kitchener.ca <br />REPORT TO: Community and Infrastructure Services Committee <br />DATE OF MEETING: March 7, 2022 <br />SUBMITTED BY: Barry Cronkite, Director, Transportation Services, 519-741-2200 ext. <br />7738 <br />PREPARED BY: Ivan J Balaban, Active Transportation Planning Project Manager, <br />519-741-2200 ext. 7302 <br />WARD(S) INVOLVED: All Wards <br />DATE OF REPORT: January 31, 2022 <br />REPORT NO.: DSD -2022-092 <br />SUBJECT: Uniform Traffic and Parking By-law changes - ASE and Rates of <br />Speed <br />RECOMMENDATION: <br />That the draft by-law attached to report DSD -2022-092 be enacted to repeal and <br />replace the definition of a School Zone in Part II of By-law 2019-113; and, <br />That the draft by-law attached to report DSD -2022-092 be enacted to add the definition <br />of a Neighbourhood Bikeway in Part II of By-law 2019-113; and, <br />That the draft by-law attached to report DSD -2022-092 be enacted to repeal and <br />replace Section 11 No Stopping in School Zones in Part V of By-law 2019-113; and, <br />That the draft by-law attached to report DSD -2022-092 be enacted to repeal and <br />replace Part XIV — Rates of Speed (km/h) of By-law 2019-113; and, <br />That a new Schedule 28, which is the designated School Zones, be added to the By- <br />law listing the name and address of each school and which roadways are covered by <br />the By-law; and, <br />That Schedule 19, which is the Rates of Speed schedule, be removed from the By- <br />law; and further, <br />That the Uniform Traffic Bylaw be amended accordingly. <br />REPORT HIGHLIGHTS: <br />• The purpose of this report is to seek council approval to amend the Uniform Traffic and <br />Parking By -Law 2019-113 ("the By-law") for consistency with the Highway Traffic Act <br />(HTA) section 128(5)(x) which allows for a lower rate of speed in school zones, with the <br />*** This information is available in accessible formats upon request. *** <br />Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. <br />Page 85 of 132 <br />
