Commencement The Finance and Corporate Services Committee held an electronic meeting this date commencing at 1:00 p.m. 2. Consent Items Pursuant to Chapter 25 (Procedure) of the Municipal Code, a motion was brought forward by Councillor J. Gazzola to discuss Consent item 2.1 listed on the agenda, which was voted on and was Carried. 2.1 Digital Service Squad Funding 2022 - 2024, DSD-2022-166 Councillor M. Johnston declared a conflict related to this item, noting she had previously declared a conflict on the matter due to her employment with a post- secondary institution in the Region and accordingly did not participate in any voting or discussion related to the matter. The Committee considered Development Services Department report DSD-2022- 166, dated April 5, 2022, authorizing the Mayor and Clerk to sign a funding agreement with the Ontario Business Improvement Area Association (OBIAA) for the Small Business Centre to deliver the Digital Service Squad program. In response to questions from the Committee, C. Farrell confirmed the grant had not yet been approved and confirmed the program would be available to businesses within the City with fewer than 50 employees and a commercial lease. Further, C. Farrell explained that the City incurs no additional costs and that financial statements for the previous years of the program would be circulated to Council. C. Farrell reported that the program was dependent on the grant. The program was available to businesses throughout Waterloo Region. Of the previous 247 grants awarded over the past three years, 84 went to Kitchener businesses. On motion by Councillor J. Gazzola it was resolved: "That the Mayor and Clerk be authorised to sign a funding agreement with the Ontario Business Improvement Area Association (OBIAA) to enable the Small Business Centre to deliver the Digital Service Squad program, in accordance with report Development Services Department report DSD- 2022-166, with said agreement to be to the satisfaction of the City Solicitor: and further, That the General Manager, Development Services be authorized to execute on behalf of the City of Kitchener any amendments to the funding 2 agreement provided such amendments are to the satisfaction of the City Solicitor." Carried 3. Discussion Items 3.1 2022 Development Charges (DC) Study & Bylaw - Public Input, FIN-2022- 189 The Committee considered Financial Services Department report FIN-2022-189 dated April 11, 2022, regarding the meeting this date deemed as the statutory public meeting for the 2022 Development Charges (DC) By-law update and that no further public meetings be held in respect to the passage of the By-law. The item was introduced by R. Hagey, followed by a presentation by C. Binning and N. Kelbas of Hemson Consulting. N. Kelbas presented to the Committee and reviewed the project's background, recent changes to legislation, eligible services for recovery charges, development forecasts, the process to arrive at the calculated rates, rates compared with those of other municipalities, project timelines, and community engagement. Councillor P. Singh arrived at the meeting at 1:20 pm. In response to questions from the Committee, staff and consultants discussed the need for the new By-law, the recent changes to legislation, and the eligibility of rehabilitation projects for grants versus the use of DC funding for growth- related projects. Further, staff spoke to debt versus deferral of forecasted capital projects, eligible projects for recovery charges, public consultation and engagement, and considerations for Bill 109. C. Binning explained the process of arriving at the calculated rates and considerations for future By-law updates for different types of built forms to encourage affordable housing. C. Binning described the maximization of the recovery charges and stated that the increases were reflective of increased costs and the needs of the City. On motion by Councillor S. Marsh it was resolved: "That the Finance and Corporate Services Committee meeting dated April 25, 2022, be deemed as the statutory public meeting for the 2022 Development Charges By-law update and it is determined that no further public meetings will be held in respect to the passage of the By-law." 3 Carried 3.2 ADDENDUM Report to DSD-2022-192 Province of Ontario More Homes for Everyone Plan (Bill 109), DSD-2022-199 The Committee considered Development Services Department report DSD-2022- 199, dated April 25, 2022, regarding submissi comments on Bill 109 - More Homes for Everyone Plan together with report DSD-2022-192. R. Bustamante presented to the Committee the implications of Bill 109 to the City -law amendment, and Official Plan amendment processes, timelines, and resourcing. processes and timelines, potential process changes, and resource considerations to meet the newly legislated timelines. Staff confirmed they would bring a future report regarding the impacts of the legislation to the Committee and process efficiencies and improvements. R.
