REPORT NO.:
CSD-10-027
SUBJECT:
GOLF PROFESSIONAL CONTRACT RENEWAL
RECOMMENDATION:
That the Mayor and Clerk be authorized to sign an agreement, satisfactory to the City
Solicitor, with Michael Martz Enterprises regarding the provision of Golf Professional
Services and other related matters for the City of Kitchener golf courses as set out in Report
CSD-10-027.
REPORT:
In 2008, the golf courses offered CPGA Golf Professional Mr. Michael Martz a two (2) year contract
to provide golf professional services for both Rockway and Doon Valley golf courses. Mr. Martz met
all the expectations outlined in that contract as well as in previous contracts since 1996. He and his
staff are well respected and provide excellent service to our customers. The 2008/2009 contract has
now expired and staff has met with Mr. Martz to renew and seek his continued services as golf
professional golf courses.
Michael and his staff are responsible for managing the tee time booking system, directing golf play,
staffing the pro shop including collection of green fees, providing lessons and teaching children’s golf
camps, managing the golf cart fleet sales, overseeing the courses’ starting and marshalling program
as well as being the City of Kitchener’s representative with virtually all our customers while on the
course. Mr. Martz has provided a valued service in this capacity at Rockway and Doon Valley golf
courses. As a result, staff recommends that the city enter into another two-year contract with Mr.
Martz that will have an option for renewal for one additional two-year period based on mutual
agreement.
FINANCIAL IMPLICATIONS:
In the past there have been traditional economic increases for the city’s contribution towards pro
shop staff wages each year, in accordance with City of Kitchener Finance Departmental budget
guidelines. Staff have proposed a two percent increase in staff wages and made adjustments to the
fees paid for golf lessons. Staff also recommends increasing the contribution to the golf
professional’s CPGA membership from the current $450 to $700 annually.
