SUBJECT:
REQUEST FOR VARIOUS EVENTS IN THE DOWNTOWN
DURING 2010
RECOMMENDATION:
That the request for the sale of food and/or merchandise on City property during various events
being conducted from May to December 2010, listed on Schedule ‘A’ of Corporate Services
Department Report CRPS-10-041 be approved, provided the necessary licences are obtained,
including Health and Fire approval; and
That the request for an exemption from Chapter 450 (Noise) for the events listed on Schedule
‘B’ of Report CRPS-10-041 be granted; and
That the request for permission to sell alcohol on City property for the events listed on Schedule
‘C’ of Report CRPS-10-041 be granted and be declared “Community Festivals” for the purpose
of applying for a liquor licence.
BACKGROUND:
City of Kitchener Council policy requires Council’s approval prior to a licence being issued to
allow sales to take place on City property. Also, the Alcohol and Gaming Commission of
Ontario requires a Council resolution designating events of Municipal Significance or
Community Festivals prior to issuing a liquor licence.
REPORT:
The Community Services Department has requested permission for various events taking place
from May to December 2010. The schedules attached to this report detail the events and the
purpose for Council’s consideration.
Staff have identified the events that may have higher than average noise and are applying the
Council approved process to them, namely, meeting with event organizers in advance and
working through options to mitigate noise, (speaker locations, volume, etc.) and to have
contacts in place during the event to respond to issues that may arise.
Similar requests have been approved in the past for these events.
