T10-012 Restoration of the Betzner Barn Foundation
RECOMMENDATION:
That tender T10-012, Restoration of the Betzner Barn Foundation be awarded to Collaborative
Structures Ltd, Cambridge at their tendered price of $270,050., plus G.S.T. of $13,502.50 for a
total of $283,552.50.
BACKGROUND:
The Betzner barn was constructed in 1830 by the family of the same name, whom, along with
the Schoerg family, established the first permanent settlement in Upper Canada here in 1800.
The original Betzner barn was destroyed by fire and reconstructed in 1910 but the original
foundation remains on this site today. The wooden barn structure was removed from the
foundation at the request of the City of Kitchener during development of surrounding lands and
prior to this site being deeded to the City. Restoration and reinforcement of the barn foundation
is now required to ensure that this valuable heritage resource remains intact. The City of
Kitchener is committed to the conservation of this barn foundation along with numerous other
heritage features and buildings in the Pioneer Tower area.
Following restoration work on the barn foundation, the City, with support from the Walter Bean
Grand River Trail Foundation, will install interpretive signage and features to ensure public
awareness of the historical importance of the barn foundation and the surrounding area.

REPORT:
Tenders were advertised publicly in The Record, on the City of Kitchener website and the
Internet through the Ontario Public Buyers Electronic Tendering Information System. Thirty-two
(32) potential bidders picked up tender documents, and by the closing date of Thursday March
4th, 2010, seven (7) tenders had been received.
The tenders were reviewed by W. Sleeth, Landscape Architect, S. Bendo, Stantec Consulting
Limited and R. Kruppa, Buyer, who concur with the above recommendation.

FINANCIAL IMPLICATIONS:
Funding will be provided from Internal Work Order 117
Financial Report is attached.
HST may be charged on all or part of the contract amount, although the exact impact is not
determinable at this time. The project manager has confirmed that sufficient contingency exists
within the project budget to fund the cost of the non-rebatable portion of the HST should it
become applicable to this contract.
