Subject: TRAFFIC CONTROL -KING STREET WEST AT WATER
STREETAND QUEEN STREET
RECOMMENDATIONS:
That eastbound left turns from King Street West onto Water Street be prohibited Monday to
Saturday from 6:00 a.m. to 11:00 p.m.; and further,
That westbound left turns from King Street West onto Water Street be prohibited Monday to
Saturday from 6:00 a.m. to 11:00 p.m.; and further,
That eastbound left turns from King Street West onto Queen Street be prohibited from 6:00
a.m. to 11:00 p.m.; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Planning has received a request from a taxi cab company to review the existing
traffic controls at the intersections of King Street West at Water Street and King Street West at
Queen Street. The request cited that traffic volumes are less during off peak periods and
allowing left turns between the hours of 11:00 p.m. and 6:00 a.m. would not negatively impact
the traffic operations at each intersection. Also, allowing the left turns in off peak periods would
allow taxi cabs to service their customers in the Downtown area more efficiently.
REPORT:
Currently, the intersection of King Street West at Water Street has a prohibition of left turns
anytime Monday to Saturday, in the eastbound/westbound directions, as outlined in the City of
Kitchener Uniform Traffic By-law No. 2007-138. The intersection of King Street West at Queen

Street has a prohibition of left turns anytime, in the eastbound direction, as outlined in the City of
Kitchener Uniform Traffic By-law No. 2007-138.
Traffic volumes and delay to motorists at each of the intersections is considerably lower during
the off peak periods and the proposed left turn prohibitions are not expected to create an
increase in traffic delay and/or congestion. Due to the potential impact on transit route
scheduling, Grand River Transit were consulted regarding this proposal. Grand River Transit
has no concerns.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $500 and will be taken from the
existing sign maintenance budget.
