BACKGROUND: Transportation Planning has received a request to review the existing traffic control at the intersection of Pioneer Drive at Green Valley Drive. The request cited that an all-way stop be installed to properly control traffic at this intersection to provide safer overall traffic conditions at this location. REPORT: According to the City of Kitchener's Official Plan, both Pioneer Drive and Green Valley Drive are designated as local roadways. Pioneer Drive provides access to Green Valley Drive and the surrounding street network within this neighbourhood. In response to the request, a traffic study was conducted for the intersection of Pioneer Drive at Green Valley Drive on March 2, 2010. The results of the study were compared to the City of Kitchener's all-way stop warrant requirements. These requirements are a set of guidelines based on the all-way stop warrants established by the Ministry of Transportation of Ontario and the Institute of Transportation Engineers. The results are as follows: 4-1 All-Way Stop Analysis Warrant Factors - "T" Intersection Results Warrant Met Average Hourly Volume (All Approaches) greater than 250 vehicles 311 YES per hour and Average Hourly % Split on Minor 43% YES Roadway greater than 25% or Average Yearly Collision History 3 per 0.67 er ear p y NO year for 36 consecutive months All-Way Stop Warranted YES Based on the all-way stop analysis completed for the intersection of Pioneer Drive at Green Valley Drive, Transportation Planning is recommending that anall-way stop be installed. The installation of an all-way stop at this location will properly allocate right-of-way within this intersection, while helping to improve vehicle and pedestrian safety. FINANCIAL IMPLICATIONS: The approximate cost for the installation of an all-way stop at Pioneer Drive at Green Valley Drive and to appropriately sign the roadway is $1,300, including materials and installation and will be taken from the existing sign maintenance budget.
