BACKGROUND: Council approved the expansion and renovation of the existing Main Library in October 2008. In addition, in March 2009 Council approved the construction of a 412 space, three level, underground parking garage to address the Library's parking needs and the parking needs of our partners, which include the Region of Waterloo and the Ministry of the Attorney General. With Council's approval, the design contract was awarded to Levitt Goodman Architects in association with The Walter Fedy Partnership and Phillip G. Carter Architect in May 2009. Work has progressed on both the library expansion and garage design to the point where detailed designs are completed to approximately the 50% level. Cost estimates prepared by Hanscomb Limited were submitted to the City and Library following the schematic design phase and at the 30% detailed design level. Cost estimates reflecting the 50% detailed design level are in progress. The purpose of this report is to update Council on the progress of the design phase for the parking structure and library project. REPORT: The consortium of Levitt Goodman Architects, Phillip G. Carter Architect and The Walter Fedy Partnership was chosen for the Library and garage design. The design phase is progressing on 9 -1 schedule. Numerous meetings have been held with the architects, structural engineers and Library, City and Region staff to develop a workable Library expansion and functional garage design that addresses the needs of all users. Numerous iterations of both the Library and parking garage have been developed in an attempt to maximize efficiency and minimize costs. Key elements of the Library design include: ■ complete renovation of the existing 82,000 square foot facility ■ 25,000 square foot two - storey expansion ■ ability to support construction of one additional floor above the addition in the future ■ preservation of the heritage character of the existing building and consideration of the neighbouring heritage building and adjacent heritage neighbourhood ■ landscape and streetscape treatment along the front of the building which respect the Civic Centre Heritage Conservation District Guidelines ■ sustainable design elements which aim to achieve LEED (Leadership in Energy and Environmental Design) Gold certification ■ being fully accessible, incorporating draft AODA building standards ■ CPTED (Crime Prevention through Environmental Design) measures to ensure the security and safety of library customers and staff ■ outdoor courtyard and reading garden ■ phased construction to allow the library to operate during construction Renderings illustrating the design of the renovated and expanded library and new public courtyard are attached to this report. Key elements of the garage design include: ■ 412 space underground structure on three levels ■ Access from Queen St and Margaret /Otto Sts ■ Pedestrian connection to the Regional Headquarters garage but no vehicular connection ■ Provision for expansion as future building sites develop ■ Designed for peak loading from the Centre in the Square performances ■ Fully automated structure ■ CPTED design including cameras, panic alarms, and manned patrols ■ Fully secured after hours ■ Can be built in stages to lessen the disruption during construction ■ Allows for the development of the future surface public square A site plan and parking layout have also been attached to this report. Two elements of the garage design that are external to the structure are the small expansion of Lot 19, the surface parking lot towards the Centre in the Square. Approximately 12 additional spaces will be added and will not only help define a future building site, but also help to offset the loss of parking during construction. The second element is the development of a small surface parking lot at the corner of Weber and Scott Sts which is currently a vacant lot. This will be used to offset the loss of approximately 30 Regional Police parking spaces during the construction of the garage and Library addition. 9 -2 The consulting firm of Hanscomb Limited was retained to provide estimates of probable construction costs based on the design at the 30% and 50% detailed design level and prior to tender. Final costs will be known once the tenders are received in July of this year. FINANCIAL IMPLICATIONS: The budget for the renovated and expanded central library approved by Council during the 2010 budget process totals $40,078,400, which includes $4.8 million to be allocated to parking garage costs. Funding sources for the project include the Economic Development Investment Fund, capital from current, development charges and fundraising. The project is on budget. Costs will continue to be closely monitored and controlled as the detailed design development progresses. The preparation of the business case for the Civic District Parking Structure was based on a conceptual design of the structure and industry standards for costing purposes. At the time of its preparation, no architects or structural engineers had been retained or other more detailed design had been completed. A preliminary budget of roughly $45,000 to $49,500 per space was used to estimate the relative financial scope of the project. The authorization from Council to commence the design allowed for the development of schematic designs, environmental analysis, infrastructure requirements and a better understanding of the design implications of its integration with the Kitchener Public Library expansion. Detailed design has now identified four elements which must be incorporated into the design to address functionality of the garage, protection of adjacent properties and maintenance of existing infrastructure. These include: • The development of two access ramps to accommodate the linear nature of the garage and future expansion • Expanded stairwells /elevators to accommodate users ultimate destinations but also peak vehicular and pedestrian flows from the Centre in the Square • Significant infrastructure relocation due to spanning Ahrens St. This includes major electrical conduits, storm and sanitary sewers, fibre optic cable and LEED infiltration chambers. • Extensive shoring requirements to protect the historic Gaol Wall and Library. These elements have potentially increased the anticipated total cost of the structure to $21,690,591 compared to the business case estimate of $18,540,000. The City anticipates funding $17,109,707 of the capital cost out of direct capital contributions and cash -in -lieu of parking revenues, leaving $4,580,884 to be financed by the City of Kitchener through the issuance of a debenture in 2012 compared to the initial estimate of $2,195,000. It is estimated that the increased costs of constructing the Civic District Garage will result in an additional levy impact of approximately 0.14 %. COMMUNICATIONS: Two public open houses have been held to share the designs of the Library expansion and garage development with the public and allow for their feedback. The first was at the Library on Nov 3/09 and the second was a display at the Farmers Market on Nov 7/09. Communication with area stakeholders, including the adjacent Neighbourhood Association, will continue so that all affected parties are aware of the designs, implications and impacts during construction. To provide stakeholders with ongoing updates, the latest design renderings, and opportunities to provide feedback Library staff is maintaining a project web site and blog at http://www.kpl.org/central/. CONCLUSION: Both the garage and library components of the project are progressing on schedule with the tender award anticipated in late August 2010. The design is responsive to the community's needs and input and consistent with the City's vision for the Civic District.
