SUBJECT: Affiliation of Box 690 Fire Department Canteen Association
RECOMMENDATION:
That Box 690 Fire Department Canteen Association be approved as an affiliated
organization with the Corporation.
BACKGROUND:
In 1989, Box 690 Fire Department Canteen Association was formed to provide on site
rehabilitation (recovery) services to emergency service crews located at large emergency
scenes. The group is made up of volunteers and has provided a necessary and appreciated
service to the Kitchener Fire Department for 20 years. In 2002, the Kitchener Fire Department
donated a 1982 International Rescue Truck to the organization. This truck was redesigned to
provide cooking facilities and storage of equipment and dry clothing. It was serviced and stored
by the Kitchener Fire Department. It was used by the Box 690 Association until January of 2010
when the transmission failed and the repair costs were starting at $5000.
REPORT:
The Township of Wilmot has now donated their 1989 rescue truck as a replacement. The
Kitchener Fire Department is currently considering having the vehicle registered as part of the
Kitchener Fleet and continuing to provide storage and preventative service on the unit. As a
non-emergency response this vehicle will attend to approximately 80-90 calls per year within the
Region of Waterloo.
It has been recommended that Box 690 Fire Department Canteen Association be approved as
an affiliated group with the Corporation under Schedule A of the Insurance Group Policy. The
City's insurance program allows for the naming of an additional insured under the Municipal
Liability and Non-Owned Automobile Liability insurance policies.

The Box 690 Association meets all the requirements for affiliation. It is a Registered Charity
recognized by Revenue Canada as of May 6, 1996. The Association is incorporated as Box
690 -Fire Department Canteen Association with a volunteer board of Directors, an approved
Constitution, a statement of activities and membership procedures. They conduct activities in
the City of Kitchener and for other Fire Departments in the Region. The Fire Chief will be the
Corporation's liaison with the organization. At emergency scenes Box 690 staff will be
positioned outside the danger area and will follow direction from the on scene commander.
FINANCIAL IMPLICATIONS:
The financial implications are:
1. The direct maintenance of the vehicle by Kitchener Fire will be shared by the cities of
Kitchener, Cambridge and Waterloo and is a minimal cost to Kitchener Fire's vehicle
maintenance budget.
2. As rehab is required on scene for Fire staff, Box 690 provides Kitchener Fire with a
less expensive alternative for the provision of this service. Additional staff and
supplies would be required if Kitchener Fire were to conduct the service directly.
3. The insurance costs and vehicle plate costs will be reimbursed by Box 690 back to
the Corporation of the City of Kitchener, resulting in no direct cost associated with
these areas.
CONCLUSION:
The Box 690 Fire Department Canteen Association volunteer group has operated and provided
an outstanding service to the Fire departments in this Region for over 20 years, providing a less
expensive alternative than if Fire departments themselves conducted rehab canteen vehicle
operations. It is therefore recommended that Box 690 Fire Department Canteen Association
become affiliated with the Corporation of the City of Kitchener in order that volunteer canteen
services continue to be provided to the Emergency Services in Waterloo Region.
