BACKGROUND: There are areas of Woodland Cemetery that have been recently redeveloped into saleable cemetery lots to create some additional inventory. However, inventory at the cemetery is still limited and because there is significant demand there is the potential to charge a premium on these new developments. As well, bronze memorial plaques have been sold by the cemetery unit for a number of years. Staff are proposing to add a slightly larger, more expensive bronze plaque to the saleable inventory and this has been added to the proposed tariff because it is in keeping with the higher prices associated with the new Section G development at Williamsburg Cemetery. REPORT: In order to facilitate the creation of new lots at Woodland Cemetery three (3) sections of roadways were eliminated and in their place staff created two-grave monument lots. These lots can be sold as ‘premium lots’. It is recommended the ‘premium’ portion from the sale of these ï ó ï lots will be directed towards the enterprise debt associated with capital developments in the new Section G of Williamsburg Cemetery. In addition, Section G (Stoney Ridge) at Williamsburg will provide several different memorial options including the sale of bronze memorial plaques. While bronze plaques have always been available, the option of a slightly larger, more expensive plaque has been added to the proposed cemetery tariffs. Staff are highlighting this because from time to time concern has been expressed by the private sector about the City’s expansion into the sale of memorial markers. . FINANCIAL IMPLICATIONS: In December of 2008 council approved an internal loan to the Cemetery unit to fund the development of Section G (Stoney Ridge) of Williamsburg Cemetery. The development is complete and there is $179,000.00 remaining to be paid on the loan. In order to accelerate the pay-back staff is recommending the approval of a premium fee category for the new lots at Woodland with the premium portion of the fee used to assist in paying-down the loan. The balance would be credited to the cemetery operating accounts to ensure the annual budget targets are not affected. For example, each premium priced lot is $4,136.00. The premium portion of $944.00 would be credited to capital debt payment and the balance of $3,192.00 would be credited to the Woodland operating account. Attached is a list of the revised tariffs that would apply to these developments.
