Tuesday April 8, 2003 - 4:00 p.m. CITY OF KITCHENER
The Arts and Culture Advisory Committee met this date, chaired by Michael Galloway, with the following members
present: Ron Green, Robyn Schuller, Sher DiCiccio, Denis Pellerin, Peter Hinchcliffe, Virginia MacDonnell Eichhorn,
Martin De Groot, 3oe Pavia, 3o-Ann Hutchison, Don Chapman, Erina Harris.
1. WELCOME AND APPROVAL OF MINUTES FROM MARCH 2003
A motion was made by Martin, to approve the minutes from the March meeting. All were in favour~
carried.
2. BUSINESS ARISING
2.1 Culture Plan - Erina
· To be revisited with sub-committee: Martin, Don and Erina, towards creating a budget for the entire
process. Report to be presented as a proposal to Senior Management Committee.

Downtown Corridors - Erina
Erina circulated a draft of a design brief regarding downtown corridors that was received from the Planning
Department.
ACTION:
ACAC members were asked to review the draft mixed-use corridor document, possibly
focusing on an area that is familiar or in which they live. Comments/suggestions will be
compiled at the May ACAC meeting.
Topics for ACAC/CDC Meeting - Erina
Erina distributed a copy of the notes from the September 18, 2001 joint meeting between Kitchener and
Waterloo's cultural committees.
ACTION:
ACAC members were asked to forward suggestions for agenda topics to Erina by Tuesday April
14.
NEW BUSINESS
ACAC Grant Sub-Committee
Don explained to the committee the reason why a grant request had bypassed the ACAC grant review
process and had gone directly to the Community Services Committee without endorsement by ACAC. He
acknowledged that there are times when Special Events staff has to work quickly in planning an event. In
this case, timelines were very tight and there was no time to work with ACAC or to wait until the second
quarter to address the committee.
Members voiced concern that the process wasn't followed but recognized that there is a need to be flexible
while conforming to the grant process. A suggestion was made that the Grant Review Sub-Committee be
advised when staff expects that a submission is going to be late

REPORTS
PAWG Report- Virginia
· The group is starting work on the Acquisition Policy/Terms of Reference.
· ACAC members are welcomed to attend the unveiling of the ATR Public Commission of Andrew Wright,
the 2001 Artist-in-Residence, on Thursday April 24 at Doon Pioneer Park Community Library from 4:30-
6:30 pm. Andrew's exhibit is a series of photographs, Clouds Over City Hall, taken with a homemade
pin-camera.
· Market/% for Art: The group will determine if the budget (pre-approved for fountains) is sufficient or
not for public competition for a market fountain.
DAC Report - Denis
· Parking Supervisor, Tony Konstantinidis, attended the meeting. Currently free, two-hour parking is
available downtown. Following a request from businesses, some metered parking lots will be modified
to allow three-hour parking. A parking map identifying these lots will be available soon.
· George Borovilos, Director of Economic Development, attended the meeting and gave a PowerPoint
presentation of plans for Centre Block development.
· Chris Farley was appointed to explore ideas on improving facades in the downtown. Chris and
members of a sub-committee are investigating whether anything can be done regarding working
towards co-ordination of building facades, signs, awnings, etc. in the downtown (old and new
developments).
· Tnterested parties attended two public design workshops that were held in February and March to
provide input regarding Market Lane reconstruction. The next step will be to develop design
alternatives and then to start some basic construction this summer.
· University of Waterloo students are looking for participants in a project"Tmaging Downtown Kitchener'
- participants will be asked to assemble their mental image of Downtown Kitchener from a series of
photographs provided and then answer a series of interview questions about their image.
· City Council approved a new heritage tax rebate.
· The Adult Education Centre is now in operation in St. Mary's Highschool.
· The City hopes to complete the Victoria Park entrance feature at Gaukel and 3oseph by Oktoberfest.
CDC Report - Sher
· The group is looking for a few more people to become members of CDC. The Terms of Reference
have been amended to address absenteeism from committee meetings. Now, should a member miss
three meetings, he/she will automatically be removed from the committee.
Arts Council Report - Martin
· Live/Work- A working group has a website and is pursuing this live/work space in Kitchener.
· 3udith Miller is holding an "Arts in the Mid-Sized City" symposium on May 2 at the Walpar- invites
only.
· The deadline has been extended for the poetry/fiction writing contest (WRAC).
· The Arts Stabilization Committee provides working capital for technical advice, mentoring, etc., mostly
to non-profit organizations that have no access to capital.
· Martin continues to attend meetings re Doors Open.
Staff Reports
Arts 8, Culture - Erina Harris
· Erina requested an endorsement from ACAC to have UV protection installed on the windows in the
Caucus Room to prevent artwork displayed in the room, being damaged by the sun. Monies would be
taken from the Public Art Trust Fund to pay for the expense ($2400).
Martin made a motion to endorse an expenditure from the Public Art Trust Fund to pay for UV
protection on the windows in the Caucus Room. PAWG. All were in favour; carried.

· Waterloo Oxford exhibition in the Rotunda opening is May 1 at 4:30 pm.
· Carol Bradley will unveil a new work at Forest Heights Pool on August 26 - more information to follow
later.
· Erina, Martin and Sher will attend the Community Arts Conference on May 1, 2 & 3.
· The Walpar Hotel has been added to the Door Open tour; none of the churches are available.
· Highschool exhibitions in the Rotunda will be assessed individually based on the schools ability to
oversee.
Special Events- Don Chapman
· ACAC members are invited to attend the "One Book- One Community" event on April 23 at 10:00 at
the Walpar.
· Special Events staff are volunteering their time to help facilitate the opening of the Children's Museum
that takes place on September 27.
· Plans are underway for the Multicultural Festival - more information will be shared at the May ACAC
meeting.
· Vendor packages will be available soon for"Word on the Street".
· Special Events staff will help to develop the "Christmas Fantasy" this year.
· Staff are starting to meet to plan for the 10~ anniversary celebration of City Hall, to be held on
September 18.
Arts and Culture - Lori Palubeski
As Lori was ill, no report was given.

OTHER
· "Cultural Aspects in Naming Buildings" will be added to the Standing Committee reports on the ACAC
agenda. Erina will talk with the staff rep to the Heritage Committee regarding this issue and invite a
rep.
· An update on KOR and on Glass Blowing will be given at the May ACAC meeting by Lori or 3o-Ann.

The next meeting will take place on Tuesday May 13 starting at 4:00 pm in the Schmaltz Room.
