466 QUEEN STREET SOUTH (JOSEPH SCHNEIDER
HAUS)
PROPOSED NEW CONSTRUCTION (WASH HAUS)
RECOMMENDATION:
That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application
HPA-2010-V-009be approved, to permit the construction of a wash haus at the property
municipally addressed 466 Queen Street South, in accordance with the plans submitted
with the application, subject to the following conditions:
i) That the final building permit drawings be reviewed and heritage clearance
issued by heritage planning staff prior to the issuance of a building permit.
BACKGROUND:
The Development and Technical Services
Department is in receipt of Heritage Permit
Application HPA-2010-V-009. The applicant is
seeking Council’s permission to construct a new
building, known as the Wash Haus, at the
property municipally addressed 466 Queen Street
South and more commonly known as the Joseph
Schneider Haus Museum.
REPORT:
The subject property is located on the west side of Queen Street South in the Victoria Park
Heritage Conservation District, and is subject to designation under Part V of the Ontario Heritage

Act. The subject property is identified as a property of very high cultural heritage value and interest
(or Group A Building) within the Victoria Park Heritage Conservation District.
The applicant is requesting permission to construct a new 1 ½ storey building known as the Wash
Haus. The Wash Haus is a circa 1850 reconstruction project. The Wash Haus will feature: a square
plan with front gabled roof; cedar shingled roof; log construction with pine clapboard cladding;
fieldstone foundation; half-round galvanized eaves trough; pine fascia; 6/6 hung windows; slab
door; and, fieldstone chimney. The proposed colours are consistent with the colours of the Joseph
Schneider Haus and the other reconstructed outbuildings on the property.
The Victoria Park Heritage Conservation District Plan contains policies for new construction. The
policies for new construction provide direction on the following: the public realm; pedestrian scale;
design; location; density; height; materials; roofs; windows; verandahs; colours; conservation;
landscaping; and, demolition. It is important to note that many of these policies are aimed at
guiding new high density development along Queen Street South.
In reviewing the merits of the application, Heritage Planning staff note the following:
The proposed Wash Haus will contribute to the character of the Queen Street South Queen
Street South streetscape;
The proposed Wash Haus will be built at the human scale;
The proposed design of the Wash Haus is compatible and complementary to the historic
character of the Joseph Schneider Haus property;
The proposed location of the Wash Haus is consistent with the plan prepared by john
clinckett architect dated January 1999, which identifies the location of all existing and
proposed buildings on site;
The proposed materials of the Wash Haus are typical and appropriate for circa 1850
outbuildings;
The proposed appearance, placement and proportion of the windows are compatible and
complementary to the Joseph Schneider Haus property; and,
The proposed colours of the Wash Haus are consistent with the colours applied to other
reconstructed outbuildings on the Joseph Schneider Haus property.
FINANCIAL IMPLICATIONS:
None.
CONCLUSION:
The proposed new construction will not impair the heritage character of the Victoria Park
Heritage Conservation District. Accordingly, staff recommends approval of HPA-2010-V-009.
