BACKGROUND: The Ministry of Transportation of Ontario (MTO), along with its consultant, are currently executing a Detailed Design and Class Environmental Assessment for the widening of Highway 7/8 between Fischer Hallman Road and Courtland Avenue. This Detailed Design is being completed based on the improvements identified in the Transportation Environmental Study Report (TESR) (May, 2007), approved under the Environmental Assessment Act, that was completed during the Preliminary Design. A Design and Construction Report describing the Detailed Design, environmental mitigating measures and provisions that will be incorporated into the construction Contract will be advertised and made available for a 30-day public review period at the end of the current study. Accordingly, the MTO will be providing a presentation to the DTS Committee, updating the project’s progress to date, along with the future direction of this project. REPORT: The MTO, along with their engineering consultant Dillon Consulting Limited, is currently executing the Detailed Design stage for the Highway 7/8 widening project between Fischer Hallman Road and Courtland Avenue. Accordingly, this project has included both City of Kitchener and Region of Waterloo representation on the project team, ensuring that local issues are being addressed. í ó ï - 2 - The following summarizes the impacts of the current design for the widening of Highway 7/8 between Fischer Hallman Road and Courtland Avenue. The widening of the highway from four (4) to six (6) lanes. The provision of a new median tall wall barrier. The provision of a closed median drainage system. Structural improvements at Fischer Hallman Road, Westmount Road, Homer Watson Boulevard, CNR crossing, Ottawa Street and Courtland Avenue. Interchange improvements at Fischer Hallman Road including the provision of a new north to east on ramp to Highway 7/8. Interchange improvements at Homer Watson Boulevard including the provision of an additional westbound off ramp lane. New high mast lighting. Relocation and refurbishment of existing noise barriers and installation of new barriers where warranted. The construction phase for this project, not yet determined, is estimated to be three (3) years in duration.
