HomeMy WebLinkAboutDTS-10-112 - Interim Parking Facility - Weber & Scott St REPORT REPORT TO: Development & Technical Services Committee DATE OF MEETING: June 7, 2010 SUBMITTED BY: John McBride, Director of Transportation Planning PREPARED BY: Barry Cronkite, Traffic and Parking Analyst (519-741-2738) WARD(S) INVOLVED: Bridgeport-Centre DATE OF REPORT: May 16, 2010 REPORT NO.: DTS-10-112 SUBJECT: INTERIM PARKING FACILITY - 59-61 WEBER STREET EAST RECOMMENDATIONS: “That the construction of an interim parking facility at 59-61 Weber Street East, be approved in principle; And further, that Legal Services be instructed to prepare a leasing agreement between the City of Kitchener and the property owner to allow the City of Kitchener to operate the parking facility, subject to the following condition: That the interim use for this parking lot be permitted for a maximum period of five years, rather than three years as permitted per Policy Number I-995 (Commercial Parking Lots and Interim Commercial Parking Lots Criteria); And further, that the Mayor and Clerk be authorized to sign such agreement subject to the satisfaction of the City Solicitor BACKGROUND: The City intends to renovate and expand the Kitchener Public Library and construct a three level underground parking structure in the Civic District Area. The underground parking facility will serve, among others, the Library, the Region of Waterloo, the Centre in the Square and the proposed Provincial Courthouse. While ultimately the construction of the parking structure will result in the provision of 412 parking stalls, the construction will result in the loss of parking at the Library Lot (4) and a portion of the Centre in the Square Lot (19), creating a parking deficiency of approximately 100 spaces during construction. Additionally, approximately 30 spaces will be lost in the Waterloo Regional Police parking lot as well. REPORT: The City of Kitchener has considered a number of interim parking measures that could help potentially ease parking deficiencies during the construction of the garage. A limited number of ë ó ï spaces will be added to the Centre in the Square Lot (19) surface parking area as part of the parking garage project prior to breaking ground on the parking garage. Some monthly parkers will be displaced to the Duke and Ontario Parking garage. Ultimately, however, there is insufficient parking supply within the Civic District area to offset the demand created by construction. The owner of the property of 59 Scott Street and 61 Weber Street East has approached the City with a schematic plan for an interim lot that encompasses both locations. The site has recently had buildings removed through demolition, and now sits completely vacant. With no development planned by the owner for this site in the near future, the site provides an excellent opportunity for the City to lease the lands and develop an interim parking facility (which can accommodate 32 parking spaces), to help alleviate the parking requirements resulting from the closure of the Library Lot (4), and the loss of spaces in the Centre in the Square Lot (19) and the Waterloo Regional Police lot. Both Transportation Planning and the property owner have agreed that an interim status for a parking facility fits the needs of both the City and the property owner. Furthermore, Transportation Planning feels that an extension of the interim criteria to five years would be the required duration to recover all capital costs associated with the construction of an interim lot. Given that the proposal is to surface the interim lot in asphalt and light the facility appropriately, the extension of the interim criteria only impacts curbing, landscaping and irrigation features. It should also be noted that, as per the Regional Official Plan, a widening is required along Weber Street, however the Region of Waterloo has agreed to postpone the dedication of any widening until permanent development is proposed for the site. FINANCIAL IMPLICATIONS: The capital cost of constructing this parking lot has been included in the Civic District Garage budget. Net revenues would be returned to the project budget until fully recouped. Development Costs - Engineering Design consultant $16000 - Construction Cost $120000 Total $136000 Annual Operating Projection Revenue (32 spaces @ $100 per space per month) $38400 Expenses - Lot maintenance $1600 - Rent (equivalent to taxes applicable for the property) $5500 TOTAL ANNUAL NET REVENUE $31300 ë ó î CONCLUSION: It is requested that the above resolution be approved by Council to facilitate the construction of an interim parking facility at the corner of Weber/Scott in summer/fall 2010, to be in operation by fall/winter 2010.
