STATUS OF ROAD IMPROVEMENTS, TILT DRIVE
BETWEEN ROBERT FERRIE DRIVE AND STAUFFER DR.

BACKGROUND:
The development of new residential subdivisions in the Doon South community has resulted in
increased traffic volumes on the scenic roads in this area. The road surface on Tilt Drive
between Robert Ferrie Drive and Stauffer Drive has deteriorated such that passing traffic
creates dusty conditions which impacts the adjacent residential properties. Area residents have
expressed their concerns about this ongoing issue, as well as with the delay in the closing of Tilt
Drive in conjunction with the ultimate road network as planned for the expansion of the
community.
REPORT:
The expansion of the Doon South community incorporates the staged closure and trail
conversion of the scenic roads. The closure/conversion is planned to take place in conjunction
with the development of the road network in the new subdivisions west of Tilt Drive and north of
Stauffer Drive. With respect to the timing for the closure of Tilt Drive, the community plan has
established that its’ closure will occur concurrently with construction of the new road
connections in that development area. Currently, subdivision works in that area are continuing,
and based on staff’s understanding of the developer’s intended timing, the opening of the new
roads are expected to be this construction season.
In conjunction with the development of these new subdivisions west of Tilt Drive/north of
Stauffer Drive, a condition of development is the requirement to upgrade Stauffer Drive between
Groh Drive and Caryndale Drive to the appropriate Engineering standards. The details for the
fulfillment of this requirement are currently being reviewed by staff.
Council has recently approved the closure of Tilt Drive from Robert Ferrie Drive to Apple Ridge
Drive (Report DTS-10-074 approved at the April 19, 2010 Council meeting). The road is
intended to be physically closed to through vehicle traffic but will be open to pedestrians,

including children walking to the public school on Apple Ridge Drive. The closure is planned to
be in effect for the start of the 2010-11 school year. This section of Tilt Drive is shown on
Appendix “A” attached.
Increased traffic volumes generated by new development in the Doon South area has impacted
the road surface of the scenic roads. Conditions on Tilt Drive between Robert Ferrie Drive and
Stauffer Drive are very poor, resulting in significant dust infiltration to the adjacent residential
properties. In order to address dust control, a surface treatment was applied on Tilt Drive
(Appendix “A”) by Community Services Maintenance Operations staff on Friday May 21, 2010.
FINANCIAL IMPLICATIONS:
Costs for the road surface treatment application on Tilt Drive by Maintenance Operations will be
funded from the road maintenance account. Costs associated with the formal closure of Tilt
Drive between Robert Ferrie Drive and Apple Ridge Drive will be the responsibility of the
Waterloo Region District School Board. Costs associated with the required surface upgrade on
Stauffer Drive is the shared responsibility of the subdivision developers.
CONCLUSION:
In order to address the immediate issue of road maintenance, dust control measures have been
applied on Tilt Drive between Robert Ferrie Drive and Stauffer Drive. In the short term, Tilt Drive
is planned to be closed to traffic between Robert Ferrie Drive and Apple Ridge Drive for the start
of the upcoming school year. The closure of the remainder of Tilt Drive/Stauffer Drive from
Robert Ferrie Drive to Groh Drive will occur concurrently with the opening of the roads in the
adjacent plans of subdivision. The timing of the subdivision roads is dependant on the
developers scheduling.
