HomeMy WebLinkAboutFIN-10-089 - E10-047 -Consultant Services - Transportation REPORT REPORT TO: Mayor Carl Zehr & Members of Council DATE OF MEETING: 2010-06-14 SUBMITTED BY: Larry Gordon, Director of Supply Services PREPARED BY: Larry Gordon, Director of Supply Services (2214) WARD(S) INVOLVED: N/A DATE OF REPORT: 2010-06-03 REPORT NO: FIN 10-089 SUBJECT: E10-047 - Consultant Services – Transportation Master Plan RECOMMENDATION: That Expression of Interest E10-047, Consultant Services – Transportation Master Plan, be awarded to IBI Group, Kitchener at their estimated fee of $207,700., including disbursements of $10,000., plus G.S.T. of $10,385., for a total of $218,085., based on a satisfactory contract being negotiated and an upset fee being established, and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND: The City requires consulting services for the development of a city wide Transportation Master Plan (TMP). The TMP will define policy and direction for future transportation projects and planned growth. It will serve as a component of the new City Official Plan which is scheduled for completion in June 2011. The purpose of the Transportation Master Plan will be to define and prioritize a transportation network that is supportive of all modes of travel. Options will be developed for improved walking, cycling and transit, while maintaining and improving the efficiency of trips related to the movement of people and goods, thereby reducing dependency on single occupant vehicle trips. This will be accomplished in conjunction with Regional initiatives that support intensification efforts in a sustainable manner. ï ··÷ ó ï REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant’s Review Committee was established consisting of J. McBride, Director of Transportation Planning, K. Carmichael, Supervisor of Traffic & Parking, K. Mayer, Traffic Planning Analyst, B. Sloan, Senior Project Manager (Official Plan), G. McTagggart, Manager of Infrastructure Asset Planning, W. Sleeth, Landscape Architect, B. Cronkite, Traffic and Parking Analyst, P. Sawicki, Region of Waterloo, Manager, Strategic Transportation Planning, and L. Gordon, Director of Supply Services. Expressions of interest were advertised in The Record, on The City of Kitchener Home Page and on the internet through the Ontario Public Buyers Association Electronic Tendering Information System relative to this project. Documents were downloaded by fourteen (14) th interested parties, and by the closing date of Friday April 9, 2010, seven (7) responses had been received. th The Review Committee met on Tuesday April 27, 2010 to review the submissions, and a shortlist of two candidates was selected for interviews. The Committee met on Monday May th 10, 2010 to interview the shortlisted candidates. The committee elected to award the project to IBI Group, Kitchener. A listing of the responding parties follows for your reference.
