HomeMy WebLinkAboutFIN-10-090 - E10-026 - Consultant Services - Community Trail REPORT REPORT TO: Mayor Carl Zehr & Members of Council DATE OF MEETING: 2010-06-14 SUBMITTED BY: Larry Gordon, Director of Supply Services PREPARED BY: Larry Gordon, Director of Supply Services (2214) WARD(S) INVOLVED: N/A DATE OF REPORT: 2010-06-07 REPORT NO: FIN 10-090 SUBJECT: E10-026 - Consultant Services – Community Trails Master Plan and Implementation Strategy RECOMMENDATION: That Expression of Interest E10-026, Consultant Services – Community Trails Master Plan and Implementation Strategy, be awarded to MMM Group Limited, Mississauga, Ontario at their estimated fee of $124,021. including disbursements, plus G.S.T. of $6,201.05, for a total of $130,222.05 based on a satisfactory contract being negotiated and an upset fee being established, and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND: The goal of this project is to provide the City of Kitchener with a long term plan and strategy for the implementation of Community Trails throughout the city. These off-road pedestrian and cycling routes are an important component of a ‘Healthy Kitchener’. The recommended consultant, in consultation with the public and city staff, will make recommendations on improvements to the existing Community Trails, identify gaps in the system and identify strategies for the completion of the trails in all areas of the city, including existing built-up areas and new neighbourhoods. REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant’s Review Committee was established consisting of W. Sleeth, Landscape Architect, D. Ritz, Supervisor of Design and Development, P. Wetherup, Parks Planner, C. Musselman, Senior Environmental Planner, and L. Gordon, Director of Supply Services. ï ···÷ ó ï Expressions of interest were advertised in The Record, on The City of Kitchener Home Page and on the internet through the Ontario Public Buyers Association Electronic Tendering Information System relative to this project. Documents were downloaded by eight (8) th interested parties, and by the closing date of Friday March 19, 2010, seven (7) responses had been received. th The Review Committee met on Monday April 12, 2010 to review the submissions and a shortlist of three candidates was selected for further interviews. The Committee met to th interview the shortlisted candidates on Tuesday May 18, 2010. The Committee elected to award the project to MMM Group Limited, Mississauga, Ontario. HST may be charged on all or part of the contract amount, although the exact impact is not determinable at this time. The Project Manager has confirmed that sufficient contingency exists within the project budget to fund the cost of the non-rebatable portion of the HST should it become applicable to this contract. Budget estimate is $150,000. to $175,000. * Any surplus funds will remain in this account for future Community Trails Projects.
