3.0ACAC Report(s) on CulturePlan II: Julie Robbescheuten
Subcommittee members: Ann MacKenzie-Martino, Helena Redshaw, Julie Robbescheuten.

Last report presented to Council in October 2008. Reporting to Council required every two
?
years.
Subcommittee and staff will draft a report for presentation to Council on September 13,
?
2010.
Report to community can take place at a later date.
?
Helena reviewing minutes, making summary of ACAC’s achievements

All ACAC members encouraged to attend the September 13, 2010 Council meeting (in
?
afternoon)
Jennifer Breithaupt, committee chair, will present to Council.
?
Lawrence McNaught offered the Registry Theatre as a potential venue for a future report to
?
the community.
4.0Arts Marketing Strategy—City’s new web site/events calendar
As one piece of an Arts Marketing Strategy, the City will launch its new website in mid to
?
late July.
New site will include information about our public art collection for the first time.
?
New site will include a calendar feature, accessible to the community, to post notices of
?
events; may include social medial tools (“share” tools)
A policy will govern the allowable content.
?
Groups and organizations eligible to post on calendar include government groups,
o
agency boards, City groups, groups receiving grants from the city, events sponsored
by city, charitable organizations, service clubs, Business Improvement Areas, events
taking place in city facilities. Events submitted by public that are commercial will
not be included.
The Cube is another tool available to community groups for promotion. Guidelines to be
?
developed; similar to web guidelines.

5.0Update on facilitated multicultural discussion: Staff
Representatives of YMCA, Multicultural Centre, Waterloo Regional Arts Council, Waterloo

Immigrant Employment Network, MT Space, Multicultural Cinema Club, Neruda Productions
to meet on Wednesday May 19 to further explore idea of mentoring/networking newcomer
artists.
City’s aim is to facilitate meetings, not drive the project.
?
ACTION: Staff to report on outcomes at June ACAC meeting.
6.0ACAC/Downtown Advisory Committee (DAC)/Economic Development Advisory Committee
(EDAC) joint meeting recap: Silvia DiDonato
DAC and EDAC and ACAC met on March 24, meeting was an initiative coming out of EDAC’s
?
interest in development of Arts and Culture Cluster.
This workshop session included three presentations (1) Economic clusters, 2) Municipal
?
Cultural Planning, 3) City initiatives.
Silvia provided electronically (memory stick) to ACAC committee members background
?
information on Hill Strategies, Artscape Study, presentations from the March joint meeting
and participants’ notes from the workshop.
Comments arising from this meeting reiterate recommendations from CulturePlan II.
?
EDAC is developing action items regarding development of an arts and culture cluster.
?
The comments generated from the meeting will inform the 2011 Economic Development
?
Strategy.
Key topics from meeting:
?
Artists’ Spaces: some initiatives now underway; suggestions included financial
o
incentives, City investments, private investments
Audience Development: suggestions included one-stop shopping for events, more
o
winter festivals
Artists’ Incomes: how to help artists elevate the value of what they do in
o
community? How to change the way the community values the work of artists?
Suggestions included displaying art in office buildings, 1% development taxation for
art, group benefits for artists…
Youth: comments on the need for educational and recreational arts opportunities for
o
youth (arts, music programs, performance…)
Statistic: less than 25% of jobs are related to making/manufacturing anything; 3% of that is
?
agriculture; rest of economy is about service, design, innovation, all requires creative
thinking. We are in a ‘conceptual age’; a shift in perception of economy.
ACTION: ACAC members to review information provided by Silvia on memory sticks.
ACTION: Staff to schedule Silvia at an upcoming meeting to continue discussion.
ACTION: Staff to share Silvia’s contact information with ACAC members so that they can send her
their ideas about arts and culture clusters and submitting content for the Cube.

7.0Public Art Working Group (PAWG) Report: Staff
Alison Burkett resigned from PAWG as ACAC member; ACAC discussed how best to keep
?
connected with PAWG’s activities; important for two committees to interact at some level.
ACAC would prefer a PAWG member to bring updates to ACAC. If not possible, then staff to
?
report to ACAC on PAWG’s activities.
ACTION: Staff to find out if PAWG member will come to ACAC to report
ACTION: if no PAWG member available to bring monthly reports to ACAC, then ACAC to reconsider.

Artist in Residence: Toronto Transit Commission featured an article in its e-newsletter
?
about Stefan Rose’s (Kitchener Artist in Residence) project (art and poetry bus panels in
public buses). Stefan to host another public talk in June at KW Art Gallery
ACTION: Staff to share information about talk when it’s available, and ACAC members to
promote.
Draft Parks Masterplan: Council approved. Contains a section on public art; PAWG
?
suggested an amendment
ACTION: Staff to ensure PAWG’s amendment was considered
Belmont Avenue Public Art: Staff and Chair of PAWG to present a PowerPoint about public
?
art possibilities to Belmont Business Improvement Area in June. Purpose: to introduce group
to public art and give them a broader idea of what’s possible for their site.
Speaker’s Corner Public Art: artwork (tiles) slippery in Winter, so city staff fenced it off.
?
Anti-skid coating was applied early in spring. Sculpture has become a Mecca for
skateboarders, need to monitor.
8.0Downtown Advisory Committee (DAC) Report: Peter Hammond

9.0Economic Development Advisory Committee (EDAC) Report: Silvia DiDonato
EDAC considered outcome of March 24 joint meeting.
?
Considered artists’ spaces.
?
Susan Cudahy of Waterloo Region Tourism and Marketing Corporation (WRTMC) made a
?
presentation to EDAC; WRTMC has been selected to represent a ‘super-region’ of Ontario;
will represent 20 municipalities, which will give a higher profile to our region.
10.0Council Report: Kelly Galloway
Parks Masterplan: Council approved draft. Public can provide feedback on City’s web site
?
until last week of June.
ACTION: Staff to confirm that suggestion made my Public Art Working Group was
considered.
Youth strategy: adopted by Council. Guides strategies concerning youth for a number of
?
years.
Lang Tannery: Council approved parking strategy for provision of 200 spaces over 10 yrs.
?
Under delegated authority Council gave to staff, staff reviews and approves Heritage
o
Impact Assessment.
CADAN (developer) and City staff complete the site plan approval; Council doesn’t
o
consider it. Heritage Kitchener already had opportunity to comment.
Residents pleading to keep buildings. Some buildings in rough shape. CADAN plans to
o
take down buildings. Smokestack to stay (historical significance).
Decisions surrounding tannery must balance desired density of neighbourhood, attract
o
tenants, consider transit opportunities, condition of buildings…
City’s downtown is in a transition period re: parking—we are moving to become a less
o
car-reliant community.
2,000 employees work downtown; parking is at a premium downtown during the day.
o
Parking economics: surface lots relatively cheap option, above ground structure next,
o
underground garages expensive to develop.
Storm Water Management (SWM): Council considering. Goal is to move storm water
?
function from base budget to utility function. Monies associated with storm water currently
come from tax levy. Would then come from Utilities. Could save city $6 m.
This change would shift some of the onus of funding from residents to non-residents.
o
Even tax-exempt properties would be charged SWM fees.

Churches would like to be exempt from SWM fees. May be allowed, if these
o
organizations are educated on SWM and how to become less reliant on the system.
City considering legal ramifications of SWM fees applied to school boards.
o
City is facing a $4.1m increase in SWM service level.
o
11.0Members’ Updates
Staff acknowledged regular ACAC guest, Holde Gerlach for her attendance at our meetings.
?
KW Arts Awards: June 6, 2010. Ticket cost: $22, all encouraged to attend.
?
Rotunda Gallery: Artist Henna Kim exhibits “Studies in Heavenly Things” in June
?
Tapestry Festival: kicks off on June 4 with “Our World Festival of Music”. Closes with
?
Multicultural Festival on June 27.
Find Us Downtown: Look for performances taking place from June-September on Thursdays
?
and Fridays at lunch and after work. Locations include Speaker’s Corner, civic square,
Bobby O’Briens, near 41 King Street.
KW Art Gallery: Expressions 35 (student art show) on now until June 6. This summer the
?
gallery will feature exhibitions of local artists (John Kissick, Mary Catherine Newcomb, Gwen
McGregor)
KW Musical Productions: auditioning for “Footloose”, coming to the Centre in Square in
?
November 2010. Will feature a cast of 70-80. Seeking singers/dancers. Need boys
(breakdancing). 14 and over.
