SUBJECT:
CO-OPERATIVE AGREEMENT WITH COMMUNITY
SUPPORT CONNECTIONS-MEAL ON WHEELS AND MORE
FOR THE SENIOR DAY PROGRAM
RECOMMENDATION:
That the Mayor and Clerk be authorized to execute a Cooperative Agreement between
“Community Support Connections-Meals on Wheels and More” and the Corporation of
the City of Kitchener, subject to the satisfaction of the City Solicitor
.
BACKGROUND:
The City of Kitchener Senior Day Program provides a structured and supportive environment
that enables older adults, with a variety of abilities, to participate in recreation and leisure
programming. Part of the service provided to participants is transportation to and from the
program. One of the Senior Day Program’s major transportation partners has been the board of
The Kitchener Senior Volunteer Services Inc. (KSVS), whose purpose has been to provide
accessible and affordable transportation to the participants of this program.
On January 30, 2002 the City of Kitchener entered into a Co-operative Agreement with KSVS
and has provided the board with an annual grant of $7,500 to help offset the maintenance and
insurance costs associated with there service. On February 4, 2010 the KSVS board motioned
to dissolve as a corporation citing challenges associated with recruiting and retaining
volunteers, as well as difficulty managing the maintenance costs of an aging vehicle as the
major factors. The board is planning on dissolving on July 6, 2010 and staff are recommending
a new partnership with the corporation “Community Support Connections-Meals on Wheels and
More” to deliver transportation services to the Senior Day Program.
REPORT:
The KSVS board will be donating their van to Community Support Connections, a local non-
profit organizationwhich provides services that enable seniors and adults with disabilities to live
independently in their home. It is anticipated that this van will still be used to transport Senior
Day Program participants, but also other older adults in the community who might need
escorted transportation for medical appointments. The KSVS board will also be donating

approximately $30,000 to the City of Kitchener on the condition that these funds are transferred
to Community Support Connections at a time when City staff is satisfied the funds will be used
to purchase a new van that will support the transportation needs of older adults in the
community.
FINANCIAL IMPLICATIONS:
As part of the Cooperative Agreement, it is recommended that the previous annual operating
grant of $7,500 that was provided to KSVS from the City of Kitchener now be provided to
Community Support Connections, subject to budget approval. The City of Kitchener will also
hold the $30,000 donation from The KSVS in an internal order account and will pay interest
equivalent to the Corporations short term yield (currently less than 1%) upon transfer to
Community Support Connections.
