EXEMPTION TO CHAPTER 450 (NOISE) - KYAC UNITY
JAM 2010
RECOMMENDATION:
That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be granted to
the Kitchener Youth Action Council (KYAC) on Saturday August 21, 2010, between the hours of

5 P.M. and 11:30 P.M. for the 8
Annual Unity Jam concert to be held in the Civic Square.
BACKGROUND:
KYAC is a group of volunteers between the ages 14 and 24 who work in collaboration with the
City of Kitchener Community Services Department to raise awareness and organize positive
youth action to address issues facing youth in our community. Participants work together on
specific tasks in what KYAC calls action groups. Currently there are three action groups: Youth
Special Events, Youth Awards and Recognition and Youth Issues.

The KYAC Special Events Action Group are planning their 8 Annual Unity Jam concert, a
youth music festival featuring local youth musicians and artists. The event is planned to take
place on Saturday, August 21, 2010, from 5 pm to 11 pm in the City of Kitchener Civic Square.
KYAC is requesting an exemption from Chapter 450 (Noise) between the hours of 5:00 PM and

11:30 PM on August 21. The nature of the noise that will be produced is live music, crowds
(last year we had approximately 300 people attend the event) and skateboarding. The
permanent stage in Civic Square will be used and the speakers will face into Civic Square
allowing for most sounds to be blocked by City Hall buildings. All local businesses and the

adjacent residential area will be notified of the event through letters and through
announcements to the Kitchener BIA.
KYAC projects give youth the opportunity to gain experience such as leadership, oral and
written communication, event planning, media outreach, research, public speaking and
presentations. Not only does KYAC provide skills for future success, members are also working
towards a common goal of improving views on youth and shedding negative stereotypes.
FINANCIAL IMPLICATIONS:
Not applicable. Expenses related to KYAC are funded through the existing budget.
COMMUNICATIONS:
No Corporate Communications required.
CONCLUSION:
Based on the circumstances surrounding this event, the By-law Enforcement Division does not
object to this request for an exemption.
