SUBJECT: T10-054 -Hot Mix Asphalt
RECOMMENDATION:
That tender T10-054, Hot Mix Asphalt, be awarded to Kitchener Asphalt Limited, St. Clements,
and TCG Asphalt & Construction Inc., London, ON., at their tendered unit prices, including
G.S.T. and P.S.T.
BACKGROUND:
Asphalt is an on-going maintenance, repair and operational requirement for repair/restoration of
city streets, walks and pathways.
REPORT:
Tenders were advertised publicly in The Record, on the City of Kitchener website and the
Internet through the Ontario Public Buyers Electronic Tendering Information System. Six (6)
potential bidders downloaded tender documents, and by the closing date of Thursday May 27tH
2010, three (3) tenders had been received.
The following tenders were received:

St. Clements, ON

This tender is based on fixed unit prices on an estimated representative sampling of asphalt
materials used in the previous year and actual spend will depend on the level of construction
activity throughout the term of the contract.
The low tender received from Coco Paving Inc. included changes to the specified products and
was rejected.
The award shall be split, as in previous years, allowing Operations staff efficient access to
materials based on the proximity of the work site in relation to the asphalt pick-up locations.
The tenders were reviewed by S. Berry, Manager, Maintenance Operations, D. Moore,
Operations Supervisor, C. Greenwood, Operations Supervisor, and S. Rudak, Buyer, who
concur with the above recommendation.
FINANCIAL IMPLICATIONS:
Funding will be provided from various operating accounts as required.
This Contract will be subject to H.S.T.
The price increased an average of 5.5% over the 2007 tender.
