SUBJECT: T10-061-Blockline Road Extension (Fallowfield Road to Lennox
Lewis Way)
RECOMMENDATION:
That tender T10-061, Blockline Road Extension (Fallowfield Road to Lennox Lewis Way), be
awarded to Regional Sewer and Watermain Ltd., Cambridge at their corrected tendered price of
$1,283,238.16, including provisional items and contingencies of $127,266., plus H.S.T of
$166,820.96, for a total of $1,450,059.12, and further that the Mayor and City Clerk be
authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND:
The City of Kitchener is responsible for the management and construction of Blockline Road.
The City completed the first phase of the construction of Blockline Road extension from Homer
Watson Boulevard to Hanover Street/Fallowfield Road in 2006. In accordance with the
Environmental Study report (2001) and 2004 & 2009 Development Charge Background studies
recommended that Blockline Road be extended from Hanover Street to Courtland Avenue. The
City completed the Lennox Lewis Way extension (formerly called Hanson Avenue)
approximately 500m in 2009, north of the proposed Blockline. The City has acquired all
required property to extend Blockline Road from Hanover Street to Lennox Lewis Way.
This project is intended for the construction of Blockline Road from Hanover Street/Fallowfield
Drive to Lennox Lewis Way. Blockline Road from Lennox Lewis Way to Courtland Avenue is
currently under detail design phase. Therefore, it must be ensured that the required road
extension be completed in a timely manner to accommodate developments within this area.

REPORT:
Tenders were advertised publicly in The Record, The Daily Commercial News, on the City of
Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering
Information System. Eleven (11) potential bidders picked up tender documents, and by the
closing date of Thursday June 3~d, 2010, five (5) tenders had been received.
The tenders were reviewed by M. Christensen, The Walter Fedy Partnership, the City's
Consultant for the project, and M. Memon, Design and Construction Project Manager, who
concur with the above recommendation.
