RECOMMENDATION:
That the General Manager of Development and Technical Services or his designate be
authorized to execute on behalf of the City, the Engineering Expectation Agreement with
the subdividers and their engineering consultants regarding the City's engineering
expectations for the development of subdivisions under the City's Development Manual;
said agreements to be to the satisfaction of the City Solicitor.
BACKGROUND:
The City has recently adopted the Development Manual in which the engineering expectations
for the development of subdivisions is prescribed.
REPORT:
In light of the adoption of the Development Manual, the City expects each subdivider to now
secure the services of an engineering consultant directly for the development of their
subdivision and to provide the City with confirmation of certain aspects of the development as
required by the City and set out in the Development Manual. Legal has prepared a standard
Engineering Expectation Agreement for execution by the subdivider, their engineering
consultant and the City acknowledging the expectations of the City and the Subdivider and
Engineering Consultant's understanding and commitment to complete the expectations to the
City's specifications. Since these agreements will be standard, and for expedience purposes, it
is appropriate to have the General Manager of Development and Technical Services or their

FINANCIAL IMPLICATIONS:
The engineering consultant will be retained directly by the subdivider at their expense.
CONCLUSION:
These agreements will be routine in nature and will arise in the general course of doing
business with Subdividers. Staff see this new agreement as an efficiency and recommended
that the agreements be executed by the department head..
