Subject: Lease Agreement with Box 690 Fire Department Canteen
Association
RECOMMENDATION:
That the Mayor and Clerk be authorized to execute a Lease Agreement with Box 690 Fire
Department Canteen Association ("Box 690"), for the purpose of leasing a rehabilitation vehicle
owned by the Corporation of the City of Kitchener (the "City") to Box 690, said Lease Agreement
to be subject to the satisfaction of the City Solicitor.
BACKGROUND:
In 1989, Box 690 Fire Department Canteen Association was formed to provide on site
rehabilitation (recovery) services to emergency service crews located at large emergency
scenes. The group is made up of volunteers and has provided a necessary and appreciated
service to the Kitchener Fire Department for 20 years. Council recently approved Box 690 as
an affiliated organization of the City in a resolution passed on April 19, 2010. Report No. DTS
10-075 (attached) sets out the history of Box 690 and the grounds for the subsequently
approved affiliation.
REPORT:
In May of 2010, the Kitchener Fire Department registered a donated rehabilitation vehicle as
part of the Kitchener Fire Department Fleet. As anon-emergency response this vehicle will
attend to approximately 80-90 calls per year within the Region of Waterloo. This rehabilitation
vehicle will now be leased to Box 690 by way of Lease Agreement, so as to fully set out the
responsibilities of each party.

FINANCIAL IMPLICATIONS:
The financial implications are:
Rehabilitation Services are required on scene for Fire staff. Box 690 provides a
valuable volunteer service to the City in this regard, at minimum cost. Therefore, the
rehab vehicle will be leased to Box 690 by the City for a nominal fee of $1.00 for a
term of five years.
2. The insurance costs and vehicle plate costs will be reimbursed by Box 690 back to
the Corporation of the City of Kitchener, resulting in no direct cost associated with
these areas.

CONCLUSION:
The Box 690 Fire Department Canteen Association volunteer group has operated and provided
an outstanding service to the Fire departments in this Region for over 20 years, providing a less
expensive alternative than if Fire departments themselves conducted rehab canteen vehicle
operations. Now that Box 690 Fire Department Canteen Association is affiliated with the
Corporation of the City of Kitchener, and now that the Kitchener Fire Department has registered
a donated rehabilitation vehicle as part of the Kitchener Fire Department Fleet, it is appropriate
that this rehabilitation vehicle be leased to Box 690 by way of Lease Agreement, so as to fully
set out the responsibilities of each party.
