BACKGROUND: In 2008, Council awarded E08-058, Consulting Services -Parks Master Plan to GSP Group Inc. to undertake a comprehensive review of various park policies, operational standards, development initiatives, implementation & delivery strategies and guidelines that will support park development and operations. (Council approval October 27, 2008) On June 1, 2009 and October 26, 2009 staff provided updates on the Parks Master Plan to Community Services Committee (reports CSD-09-037 &CSD-09-058). On May 10, 2010 Council received the draft Park Master Plan (dated April 2010) for information (report CSD-10-030) and at that time the consultant team provided a presentation to committee. As part of that presentation and also recognized in the draft Park Master Plan, six central themes developed: 1. Natural Areas 2. Community Trails 3. Grand River Corridor 4. Active Parkland 5. Neighbourhood Parks 6. Community Engagement 14-1 A Strategic Action Plan was developed around these six central themes and incorporated into the draft Park Master Plan. Within each central theme, strategies were formed and specific action items developed including reference to funding, responsibility and timing. At the May 10, 2010 Community Service Committee, staff was directed to return to Council on June 28, 2010 to present the final Park Master Plan for final consideration, subject to the completion of the public review and comment period. REPORT: A public review period (May 10 through June 10, 2010) followed Council receiving the draft Park Master Plan. Notice through a media release, email notice to all earlier public participants and interested user groups provided information on how to review and make comment on the draft Park Master Plan by means of an online survey/comment form provided on the city web page. Both public and staff comments received have been reviewed and incorporated into the final Parks Master Plan (dated June 2010) and circulated under separate cover. The Strategic Action Plan section, in particular has been updated through this review, including a number of administrative changes (numbering of action items, simplifying language and combining similar or redundant actions). Additional changes with respect to the Park Master Plan document & park map and the online survey evaluation are summarized in the Project Team's letter (dated June 15, 2010) from the GSP Group Inc. (Attachment 1). With the conclusion of the public review period and the updates to the plan, staff is requesting that Council approve the Park Master Plan (dated June 2010) and that staff be directed to implement the strategies and actions items through the to the corporate business planning and the annual capital and operating budget processes. FINANCIAL IMPLICATIONS: Financial implications as a result of the Park Master Plan Strategies and Implementation Actions will be brought forward through the ten-year Capital Budget Forecast and Annual Operating Budget. COMMUNICATIONS: A public review and comment period occurred from May 10 through June 10, 2010 in order to solicit comment from the interested public participants and user groups on the draft Park Master Plan. CONCLUSION: The completed Park Master Plan represents a critical step in the renewed effort to ensuring that Kitchener's park system continues to meet resident needs and quality of life, as well as contributes to the city's overall culture, heritage and urban character.
