SUBJECT: AUTHORIZATION FOR THE MAYOR AND CLERK TO
EXECUTE AGREEMENTS WITH THE PROPERTY
OWNERS OF 221-225 KING STREET WEST AND 227 KING
STREET WEST
RECOMMENDATION:
That the Mayor and Clerk be authorized to execute agreements with the property owners of
221-225 King Street West and 227 King Street West respectively to secure use of each property
for a public use in keeping with the downtown, on terms and conditions satisfactory to the Chief
Administrative Officer; said agreements to be to the satisfaction of the City Solicitor.
BACKGROUND:
These parcels of land have been vacant for a significant period of time. They have been fenced
off for the purposes of prohibiting access while the property owners consider their options.
REPORT:
In the interest of Kitchener's downtown, the City is interested in developing and using these
properties for a public use to enhance the downtown on an interim basis pending
redevelopment of the each of the properties by their respective owner(s). Economic
Development staff is currently in discussion with the property owners, seeking their interest in
allowing the City to create a mutual acceptable public use on these properties under terms and
conditions mutual acceptable to all parties.
FINANCIAL IMPLICATIONS:
Business plans will be prepared where relevant for those options where costs of the proposal
may be recouped through imposition of fees.

CONCLUSION:
Staff fully supports this approach since this has been a long standing vacant site in the core of
the downtown and staff would like to be in the position to finalize an agreement over the
summers months if a satisfactory proposal and related terms and conditions can be worked out.
