The Heritage Kitchener Committee met this date, commencing at 4:00 p. m.

The Committee considered Development and Technical Services Department report DTS-10-
106, dated May 14, 2010 regarding Heritage Permit Application HPA 2010-V-009
recommending the construction of a Wash Haus at 466 Queen Street South (Joseph
Schneider Haus). Ms. M. Wade presented the report.
Ms. Susan Burke, Joseph Schneider Haus, and Mr. John Clinckett, Architect, attended in
support of the staff recommendation. Ms. Burke advised that during the 1984 Schneider Creek
Culvert reconstruction project, the original Wash Haus was uncovered. She stated that the
proposed location and appearance of the new Wash Haus would be consistent with what was
originally on-site.
On motion by Mr. J. Ariens -
itwas resolved:
"That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application
HPA 2010-V-009 (466 Queen Street South), be approved to permit the construction of a
wash haus in accordance with the plans submitted with the application, subject to the
final building permit drawings being reviewed and heritage clearance given by Heritage
Planning staff prior to the issuance of a building permit."

The Committee considered Development and Technical Services Department report DTS-10-
104, dated May 20, 2010 regarding Heritage Permit Application HPA 2010-V-007
recommending the demolition of the existing 1 ''/2-storey house at 215 Old Carriage Drive.
Ms. M. Wade presented the report, advising the existing 1 ''/2-storey building is not identified as
a historic or Group 'A' building in the Upper Doon Heritage Conservation District (HCD) Plan
and is in need of considerable repairs. She added that it is the applicant's intent to replace the
existing single detached dwelling with atwo-unit dwelling. She commented that given the
location of the subject property, any new construction would be subject to an additional
Heritage Permit Application and must correspond with the guidelines of the Upper Doon HCD
Plan. This includes consistency with the policies relating to new building construction, and in
particular, consideration for the site context relative to the natural setting of the Schneider
Creek valley. She stated that Heritage Planning staff are recommending approval of the
demolition permit, with a condition that staff be present during the demolition to document the
house, so that any additional information revealed at that time can be conserved.
Mr. John Czako and Ms. Karen Spencer, Applicants, attended in support of the staff
recommendation. Mr. Czako advised that given the current state of the building, they could not
viably pursue an adaptive reuse of the existing house. Ms. Spencer noted that construction is
anticipated to commence in the spring of 2011, adding that they do not anticipate pursuing the
demolition until almost the end of that process.

"That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application
HPA 2010-V-007 (215 Old Carriage Drive), be approved to permit the demolition of the
existing 1'/2-storey house in accordance with the plans submitted with the application,
subject to the following conditions:
i) that photo documentation of the house be undertaken in accordance with the
City's Photo Documentation and Recording Guidelines, and submitted to
Heritage Planning staff prior to issuance of a building permit for the demolition of
the 1'/2-storey house; and further,
ii) that Heritage Planning staff be present during the demolition to properly
document the house as it is being demolished so that any additional information
revealed at that time can be conserved."
DTS-10-107 -REVIEW OF THE MIKE WAGNER HERITAGE AWARD PROGRAM
The Committee considered Development and Technical Services Department report DTS-10-
107, dated May 17, 2010 regarding revisions to the Mike Wagner Heritage Award program.
Ms. M. Wade reviewed the new Award Program, which would consist of the following award
categories: Preservation /Restoration; Rehabilitation /Adaptive Re-Use; and, Contributions to
the Field of Heritage Conservation. She stated that these would be open to all individuals,
businesses, organizations and institutions that have conserved or demonstrated a commitment
to the conservation of cultural heritage resources within the City of Kitchener. She advised
that nominations would be sought biennially for up to four awards. She added that staff would
review each nomination to confirm eligibility, and asub-committee would consider all eligible
nominations, with their recommendations being forwarded to Heritage Kitchener. She noted
that eligible nominations must demonstrate the following:
• conservation project involves a cultural heritage resource;
• conservation project conserves the heritage attributes and values associated with the
cultural heritage resource;
• conservation project is located within Kitchener;
• conservation project is complete;
• conservation project obtained all required approvals such as Building Permits and
Heritage Permits;
• conservation project has not previously received a Mike Wagner Heritage Award for the
same work; and,
• individual, business, organization or institution has made exceptional or long lasting
contributions to the conservation of cultural heritage resources within the City.
In response to questions, Ms. Wade advised that a review of other municipalities revealed that
very few have established award programs to recognize heritage conservation efforts. She
added that the municipalities that offer heritage awards provide a range of categories and
eligibility requirements. She commented that the number of Mike Wagner Heritage Awards
presented annually would be subject to the number and quality of eligible nominations, noting
that Awards would not be granted if nominations do not meet the eligibility requirements.
Concerns were expressed that the revised Award Program's definition of a cultural heritage
resource might be too restrictive in that it only identifies properties: designated under the
Ontario Heritage Act; listed as anon-designated property of cultural heritage value or interest
on the Municipal Heritage Register; and, properties identified on the Heritage Kitchener
Inventory of Historic Buildings. Several members commented on the need fora "catch-all"
clause to expand the eligibility requirements to incorporate properties that meet the definition
of a significant cultural heritage resource as outlined in Provincial Policy Statement, 2005.

"That the revised Mike Wagner Heritage Award Program as outlined in Development
and Technical Services report DTS-10-107, be endorsed subject to the proposed
eligibility requirements being expanded to open the Program to properties meeting the
definition of a significant cultural heritage resource as outlined in Provincial Policy
Statement, 2005."
DTS-10-108 -LISTING OF NON-DESIGNATED PROPERTIES OF CULTURAL HERITAGE
VALUE OR INTEREST ON THE MUNICIPAL HERITAGE REGISTER (MHR)
The Committee considered Development and Technical Services Department report DTS-10-
108, dated May 18, 2010 regarding the listing of 18 properties on the Municipal Heritage
Register (MHR) as non-designated properties of cultural heritage value or interest.
Mr. Joe Mancini, K-W Working Centre circulated to the Committee this date, fact sheets
providing a history of 58 and 66 Queen Street South, which are owned by the Working Centre.
He reviewed the circulated materials, noting the prominent Kitchener residents associated with
each building.
Mr. K. Kirby expressed concerns with the proposed listings of 40 Chapel Hill Drive, 55 King
Street West, 305 King Street West, 33 Ontario Street North, and 43-49 Queen Street North on
the MHR. He stated that in his opinion, those properties do not meet the criteria to be
considered as being of heritage value or interest.
Ms. E. Gallaher commented that age should not always be the determining factor when
considering whether a property should be listed. She noted that when the old Kitchener City
Hall was demolished it was only 43 years old, yet its demolition is considered a loss of a
significant heritage resource.
It was noted that any recommendation arising from the Committee regarding this matter would
be considered at the September 7, 2010 meeting of City Council.
On motion by Mr. L. Robertson -

"That pursuant to Section 27 of the Ontario Heritage Act, the following properties be
listed on the Municipal Heritage Register as non-designated properties of cultural
heritage value or interest, in accordance with the Statements of Significance attached
as Appendix 'A' to Development and Technical Services Department report DTS-10-

5. DTS-10-105 -HERITAGE PERMIT APPLICATION HPA 2010-IV-008

- PROPOSED INSTALLATION OF SUN SCREENS ON HOUSE AND ROOF
VENTS ON DRIVE SHED
Mr. J. Ariens declared a conflict of interest as he is related to the owner of the subject property
and did not participate in any voting or deliberations regarding this matter. It was noted that
pursuant to Section 6 of the Advisory Committee Members' Code of Conduct, members who
are seeking consideration of a Heritage Permit Application (HPA) for their property are
permitted to address the Committee regarding the HPA.
The Committee considered Development and Technical Services Department report DTS-10-
105, dated May 14, 2010 regarding Heritage Permit Application HPA 2010-IV-008
recommending the installation of two sunscreens on the west elevation of the house and two
roof vents on the west elevation of the Drive Shed at 300 Joseph Schoerg Crescent. Ms. M.
Wade reviewed the report.
Mr. L. Robertson expressed concerns regarding the modern design of the proposed roof vents
and suggested that it might be preferable to pursue the installation of a ridge vent or cupola.
He commented that this would be more in keeping with the heritage character of the building.
Mr. Ariens noted the significant difference in cost between the proposed roof vents and the
construction of a cupola, adding that the latter would require major renovations to the Drive
Shed.
Several members questioned the correlation between the proposed conversion of the Drive
Shed into a garage and the installation of the roof vents. Mr. Ariens advised that the work
being pursued through HPA 2010-IV-008 is separate from the proposed conversion of the
Drive Shed. He stated that he would be willing to defer consideration of the roof vents, given
the interconnectivity of that work and the proposed conversion of the Drive Shed.
At the request of Mr. Ariens, the Committee agreed to amend HPA 2010-IV-008 to remove all
reference to the proposed roof vents on the Drive Shed, as that work is anticipated to come
forward as part of a future Heritage Permit Application.
On motion by Mr. Z. Janecki -
itwas resolved:
"That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application
HPA 2010-IV-008 (300 Joseph Schoerg Crescent), be approved to permit the
installation of two 8 feet wide sunscreens on the west elevation of the house in
accordance with the plans submitted with the application."
6. GENERAL DISCUSSION -ANTICIPATED HERITAGE PERMIT APPLICATION

- PROPOSED DRIVE SHED GARAGE CONVERSION
The Committee was in receipt of correspondence from John and Victoria Ariens, dated May
17, 2010 regarding a proposal to convert the Drive Shed at 300 Joseph Schoerg Crescent into
a garage.
Mr. J. Ariens advised that in 2009, a Building Permit was issued to allow for the use of the
under croft of the Drive Shed for parking; however, due to structural concerns and the
significant costs associate with this proposal that Building Permit was cancelled. He reviewed
the preferred option to allow vehicles to be parked in the Drive Shed, which calls for two new
garage doors to be added to the front of the building. In addition, this concept involves:
removing the ground floor to add a concrete block wall in the under croft, fill the front portion of
the under croft and pour a concrete slab on the fill to allow vehicles to be parked on the new
slab without affecting the Drive Shed's wooden support structure. He stated that the property's
Designating By-law specifically references the Drive Shed's seven-foot wide sliding barn doors
and original roller hardware. He added that these doors are proposed to be removed as the
fourteen-foot wide opening is too narrow to accommodate two vehicles and the sliding nature
of the doors do not lend themselves to convenient garage access. He requested the

Committee's feedback on the proposed conversion options. He noted that if a consensus were
reached, he would prepare a detailed design over the summer, with a Heritage Permit
Application anticipated to be presented in the fall of 2010 for the proposed work.
Members put forward the following comments /suggestions regarding the proposed Drive
Shed conversion:
• some support for the existing sliding doors being incorporated into the design, with the
possibility of having the proposed garage doors installed behind them as a means of
maintaining the heritage character of the building;
• removal of the planter shown in the photographs circulated with the correspondence;
• concern that given the number of heritage attributes being removed, it is to the point
where the existing Drive Shed could be replaced with a new building;
• care should be taken when compacting the fill in the under croft as the vibrations could
negatively impact the structural integrity of the building;
• a barrier should be installed to prevent vehicles from being driven onto the portion of the
under croft that is not supported by concrete and fill;
• some support for the proposal as it only impacts two of the six features of the Drive
Shed identified as being of cultural heritage value or interest; and,
• original components of the building should be saved to allow the proposed changes to
be reversed in the future.
7. MUNICIPAL HERITAGE REGISTER -FIELD TEAM VOLUNTEERS
Ms. M. Wade provided an update on the process of listing non-designated properties of
cultural heritage value or interest on the Municipal Heritage Register (MHR). She advised that
property inspections and the Evaluation Sub-committee would continue over the summer, and
requested volunteers for an additional MHR Field Team.
Ms. L. Brohman and Mr. J. Ariens volunteered for the MHR Field Team.
8. DTS-10-116 - LISTING OF 87 SCOTT STREET AS ANON-DESIGNATED PROPERTY OF
CULTURAL HERITAGE VALUE OR INTEREST ON THE MUNICIPAL
HERITAGE REGISTER (MHR)
Mr. J. Ariens declared a conflict as he is employed by a firm involved with this project, and
accordingly, he did not participated in any discussion or voting regarding this matter.
The Committee was in receipt this date of Development and Technical Services Department
report DTS-10-116, dated May 26, 2010 regarding the proposed listing of 87 Scott Street as a
non-designated property of cultural heritage value or interest on the Municipal Heritage
Register (MHR). Ms. M. Wade reviewed the report
On motion by Ms. E. Gallaher -
itwas resolved:
"That pursuant to Section 27 of the Ontario Heritage Act, 87 Scott Street, be listed on
the Municipal Heritage Register as anon-designated property of cultural heritage value
or interest, in accordance with the Statement of Significance attached as Appendix 'A' to
Development and Technical Services Department report DTS-10-116."
