3.0Update on Enabling Organization: Cheryl Ewing
Board of Directors has been formed:
?
Large and diverse group: one third from business sector, one third from arts sector, one
o
third from municipal government (CAOs)
Board began biweekly meetings in March, 2010
o
Activities of Enabling Organization:
?
Currently undertaking high-level planning; setting the course for the organization’s next
o
3-5 years. Working cautiously; want to involve the arts community
Goal: hire a CEO by October/November 2010
o
Parameters for hiring of CEO: May or may not be a local person; want the best
o
person. Preferable for CEO to move readily and easily in corporate world, have
an understanding of artists and arts community
Once CEO is on board and up to speed, then strategic direction will be refined
o
Funding:
?
Region has committed to providing $100,000 to Enabling Organization, and $400,000 for
o
stabilization for the arts, which will not flow through the Enabling Organization. Funding
for organization has been included in region’s base budget.
Enabling Organization may not be responsible for handling granting process on behalf of
o
the municipalities as was proposed

DISCUSSION ITEMS
4.0Enabling Organization’s Potential Further Goals:
Capitalize on what the community is already doing, focus on community’s assets and
o
existing activities; invest in administrative support and infrastructure to support artists
and arts groups; elevate local artists to next level
Raise awareness and promote local arts scene. Our region’s arts community produces
o
quality work that can compete on the national stage
Support multicultural element in our community
o
Consider starting a ‘festival office’ to provide equipment for groups planning events
o
Create a centralized database of volunteers
o
Consider providing a shared box office service
o
May not provide a shared space for artists to work; other groups in the community are
o
working on this independently
May not provide shared marketing services; the community is addressing this itself
o
through Coalition for Performing Artists (COPA)
ACTION: Enabling Organization representative to report on its activities to ACAC each quarter.
5.0ACAC Report to Council: subgroup members
Subgroup revisited ACAC minutes from past two years and listed accomplishments

Staff grouped list under headings and formatted as a report to Council

Headings include: Advocacy and Communication, Arts and Culture Program Support, and

CulturePlan II
ACAC decided to add a section to the report on recommendations for next the ACAC and for

the new Council
ACTION: Drafting of the recommendations to be on the August agenda (staff).
ACTION: ACAC members to consider recommendations in advance of August ACAC meeting, and
send to staff.
ACTION: Staff to compile responses from members and circulate prior to August meeting.
6.0ACAC Responses to joint ACAC/Downtown Advisory Committee/Economic Development
Committee topics of concern
ACAC prioritized and commented on the following key issues arising from the joint meeting (key
issues in quotations, below):
Priority #1 “Artists’ Spaces: some initiatives now underway; suggestions included financial
?
incentives, City investments, private investments”
Need affordable space: studios and exhibition space; rehearsal space and performance
o
space
Could spaces be city run?
o
Must be secure, safe, flexible
o
Toronto has successful city-run spaces, could look at these as a model, also
o
Philadelphia…
Other successful artist spaces are privately owned and operated (Toronto, Stratford…)
o
Priority #2: “Audience Development: suggestions included one-stop shopping for events,
?
more winter festivals”
Many arts groups want to grow their audiences
o
Centralized support could assist
o
Do Economic Development Department and EDAC have a role to play or support to lend?
o

Priority #3: “Youth: comments on the need for educational and recreational arts

opportunities for youth (arts, music programs, performance…)”
This priority is closely tied to audience development
o
Youth are key to audience development, good to engage future generations in the arts
o
Establishing youth interest can breathe new life into old-school arts organizations
o
(including the symphony)
For ACAC, this priority is not about programming for youth
o
Priority #4: “Artists’ Incomes: how to help artists elevate the value of what they do in
?
community? How to change the way the community values the work of artists?
Suggestions included displaying art in office buildings, 1% development taxation
for art, group benefits for artists…”
ACAC sees this as beyond its scope or mandate as an advisory committee, so not one of
o
our top priorities
INFORMATION ITEMS
7.0Update on facilitated multicultural discussion: Staff
Third meeting with representatives of Multicultural Cinema Club, Multicultural Centre, MT
?
Space, Neruda Productions, Waterloo Region Immigrant Employment Network, Waterloo
Region Arts Council, YMCA set for June 28
Continuing to explore feasibility of mentorship program or internship program for newcomer
?
artists in our region
Group is now working on a vision statement for the program
?
Must determine if program could find funding sources and be sustainable; funding may be
?
available from other levels of government
Committee members are pleased with the facilitation role ACAC took to make this happen
?
ACTION: include as a recommendation in ACAC report to Council that the next ACAC should
continue with facilitation role.
8.0Magnetic North Theatre Festival: Staff
Gina Holstead, Festival Manger provided an update by email:

Rave reviews for many plays and events: Norman, Homage, Last 15 Seconds (local
o
production), Mump and Smoot, Rick Mercer, Governor General’s panel discussion
Ticket sales could be better, especially for the larger houses (demonstrates the
o
importance of audience development)
Committee members encouraged to attend a play
o
9.0Public Art Working Group (PAWG) Report: Staff
Membership: No PAWG reps available to attend ACAC meetings following Alison Burkett’s
?
resignation from PAWG
PAWG would prefer an ACAC member to attend PAWG meeting
o
PAWG meets the 2nd Monday of each month from 5-7:00
o
Interested people could send a resume and letter of interest in joining the committee to
o
Staff
ACTION: Juan to check his schedule to see if he could attend PAWG meetings.
ACTION: Staff to ask Julie Robbescheuten (formerly the backup ACAC rep at PAWG meetings) if she
would like to attend.
Artist in Residence: Stefan Rose will present his second Artist Talk at KW Art Gallery on

June 29 at 7pm, all encouraged to attend, all invited to spread the word about the event

Kitchener Library Public Art Competition:

On a motion made by Alison Burkett, seconded by Len Carter
ACAC endorse the jury selection of ‘Flux’ by the artist team of Deborah Moss
“That
and Edward Lam for installation in the atrium of the new Kitchener Library at 85
Queen Street North”
Discussion
International competition. 5 semi finalists shortlisted, made presentation to Jury on May
o
27, 2010
The jury recommended the beauty and emotion of ‘Flux’ by Moss and Lam, a large
o
sculpture which successfully responds to the architect’s design as a wonderful addition to
the new library
Technical meeting took place with the artists, the architect and staff; artists
o
satisfactorily answered question
Moss and Lam are from Mississauga, work on commercial interiors
o
‘Flux’ symbolizes change and transformation: the elements of the sculpture graduate in
o
density from the work’s base up to the ceiling of the atrium for a dramatic treatment of
the space
Material resembles squares of paper strung on nylon filaments in graduated patterns
o
creating an effect of dispersal. The artists’ concept tells a story about the way the
library interacts with its community
Staff will take a report to Community Services Committee on August 23, then to Council
o
on September 7, 2010
Installation date is first quarter of 2013
o

If ACAC didn’t approve, then staff would take a report to Council including ACAC’s

Juries are composed of experts and stakeholders

Following the jury, PAWG is next layer of support. Further support is provided by ACAC

before the selection is approved by CSC and Council

11.0Economic Development Advisory Committee (EDAC) Report: Len Carter
EDAC is working on the results of the joint meeting (ACAC, EDAC and DAC)

The joint meeting raised EDAC’s awareness of Arts and Culture issues and changed the
?
attitude of the committee
Other joint meetings with other Advisory Committees could be worthwhile to raise
?
awareness of arts issues, collaborate on joint concerns, and to make links

13.0Members’ Updates
National Day of Mourning April 28, 2011: Large artwork to be unveiled in front of Waterloo
?
City Hall. May include grist mill imagery (first industry in waterloo)
Lost and Found Theatre presenting Falling: A Wake today (June 15) at 9:30 and tomorrow,
?
(June 16) at 3:30 and 9:30 at KW Little Theatre in Waterloo. Presenting the performance for
MNTF delegates; goal is to take the show on the road
KW Musical Productions: Completed casting for Footloose. 195 auditions determined cast of
?
80. Performance will take place in the Centre in the Square in November 2010
ACTION: Staff to send note to ACAC members re: summer break; no July meeting.
