SUBJECT: T10-089 -Kitchener Public Main Branch Library Expansion and
Parking Garage
RECOMMENDATION:
That tender T10-089, Kitchener Public Main Branch Library Expansion and Parking Garage, be
awarded to Maystar General Contractors Inc., Concord, Ontario at their tendered price of
$43,400,000., plus H.S.T. of $5,642,000., plus the additional Regional Generator Room for
$350,000., plus H.S.T. of $45,500., for a total of $49,437,500., and further that the Mayor and
City Clerk be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND:
The development of a 412 space below-ground parking structure as part of the Library
expansion project will address the demand for parking generated by the Library, as well as
partially satisfy the demand generated by the new Provincial Courthouse and Regional needs.
Construction is expected to commence in late 2010, with completion of the garage in
approximately the fall of 2012 and the Library in early 2013. Anticipated parking demands over
this interim period are expected to be manageable.
Extensive consultation with area properties, including the Centre in the Square for their evening
parking needs, will ensure that any disruptions are minimized. The development of a
communication program will keep the public informed of changes to Library services and
parking availability as the project progresses.

Council approved the Library Board's recommendation to expand and renovate the existing
Main Library in October 2008 and the project funding plan in November 2009. The project
includes a 25,000 square foot addition and complete renovation of the existing 82,000 square
foot facility. The revitalized and enlarged facility will serve as a city-wide resource and a
neighbourhood branch for the growing downtown. In addition, it will support branch libraries
distributed throughout the community. Construction will be phased to allow the library to
operate during construction.
REPORT:
The tender was advertised publicly in The Record, The Daily Commercial News and on the City
of Kitchener website. Notification was sent to the seven (7) prequalified General Contractors.
By the closing date of Thursday August 5th, 2010, two (2) tenders had been received.
The tenders were reviewed by D. Warne, Levitt Goodman Architects and T. Polzin, The Walter
Fedy Partnership, the City's Consultants for the project, M. Petricevic, Manager of
Project/Energy Management, J. McBride, Director of Transportation Planning, and S. Lewis,
CEO, Kitchener Public Library, who concur with the above recommendation.
The following tenders were received:
Maystar General Contractors Inc. Concord ON $49,042,000.
Melloul-Blarney Construction Inc. Waterloo ON $54,963,200.
FINANCIAL IMPLICATIONS:
The City's portion of the tender is $21,410,000., plus H.S.T. of $2,783,300., for a total of
$24,193,300. and the Library's portion of the tender is $22,340,000., plus H.S.T. of $2,904,200.,
for a total of $25,244,200.
Funding will be provided from Internal Order - 10458 -Civic District Parking Garage and
Internal Order - 9714 -Kitchener Public Library Expansion
Financial reports are attached.
Budget estimate on City portion is $24,052,782.
Budget estimate on Library portion is $40,078,400.
Any City surplus funds remaining at the end of the project will be used to reduce the
debenture.
Any Library surplus funds remaining at the end of the project will be closed out to the
Development Charges Fund and General City Revenue.
