SUBJECT: T10-102 -Building Automation System -Kitchener City Hall
RECOMMENDATION:
That tender T10-102, Building Automation System -Kitchener City Hall, be awarded to ESC
Automation Ltd., Toronto, Ontario at their tendered price of $381,645., plus H.S.T. of
$49,613.85, for a total of $431,258.85.
BACKGROUND:
The City of Kitchener has received funding through the ISF program to upgrade and expand its'
current inventory of building automation systems. Facilities Management has identified City Hall
as one of the systems requiring an upgrade.
REPORT:
A tender notification was sent to the two (2) prequalified contractors and by the closing date of
Thursday August 26th, 2010, two (2) tenders had been received.
The tenders were reviewed by P. Michanos, Archon Building Automation Consulting Inc., the
City's Consultants for the project, and P. Christner, Building Operator, who concur with the
above recommendation.
The following tenders were received:
ESC Automation Ltd. Toronto ON
TAC Controls and Automation Concord ON
$ 431,258.85
$ 466,800.00

FINANCIAL IMPLICATIONS:
Funding will be provided from Internal Order - 52000347 -Energy Management Systems ISF
Financial Report is attached.
Budget estimate is $300,000.
The Total Projected cost for the City Hall Lighting/HVAC portion represent only the HVAC
portion. The Lighting potion of the project has been cancelled due to excessive cost.
